The Missouri Department of Social Services (DSS) seeks a System Deputy Director. This position will be based at 615 Howerton Court, Jefferson City, MO.
As the System Deputy Director, you should be an excellent communicator and leader who is responsible for supporting the CIO in managing and overseeing the information technology (IT) projects and portfolio while ensuring smooth IT operations and alignment with business goals within the Family Support Division and the Department of Social Services. We’d also like you to have hands-on experience with technology planning and strategy and be able to manage complex Medicaid IT projects and programs. This role involves strategic planning, management of IT projects, and supervision of the Systems team in Family Support Division, IM Security Office, PMO Office, QA/QC unit to deliver efficient technology services. The System Deputy Director is responsible for assisting in the strategic planning, development, and implementation of IT policies and systems, ensuring security, scalability, and availability of technology solutions that support the organization’s current and future needs.
Additional responsibilities include:
- Responsibilities will include assisting the CIO in managing and overseeing all aspects of the Systems Team in Family Support Division, including system management, enhancements, planning, procurement, contract management, support and maintenance activities.
- Work with CIO, DSS senior management and senior IT staff to develop and implement the DSS IT Strategic Vision,
- Work with the CIO to assess and manage the DSS IT workflow and prioritization processes,
- Supervises the System team, IM Security Office, PMO Office, QA/QC unit by providing leadership, guidance, and mentorship to ensure the team meets organizational goals and project deadlines,
- Identify and develop plans to mitigate security risk, create supporting policy to align with risk mitigation,
- Leads the leadership planning and ensures execution of IT projects and IT teams, ensuring alignment with the organization’s goals, budgets, and timelines,
- Coordinates with other departments and agencies to assess their technology needs,
- Ensures teams have the proper functioning and maintenance plans are in place to support the organization's IT infrastructure,
- Monitors and manages IT budgets, resources, and vendor relationships to ensure cost-effective solutions and services,
- Supports disaster recovery and business continuity planning to ensure minimal disruption to operations in case of technology failures,
- Assists in evaluating, selecting, and deploying new technologies that support the organization’s objectives and enhance operational efficiency,
- Ensures compliance with data protection regulations and IT best practices,
- Stays up to date with technological trends, industry best practices, and emerging technologies to ensure the organization remains competitive and innovative,
- Development and implementation process for tracking key IT metrics and assist with development of department IT strategic plan,
- Coordinates reporting as needed on IT projects and completes special projects as assigned.

Bachelor’s degree in computer science, computer science, management information systems or related field is preferred and 4-6 years of progressive experience in information technology management, experience in business analysis, data processing, project/program management, system analysis & evaluation, and design are desired. Experience in leadership or supervisory roles is essential. Demonstrated experience in relevant areas such as systems analysis, project management, cybersecurity, and network infrastructure management are desired. Familiarity with enterprise level IT systems (e.g., ERP, CRM, or cloud-based platforms) is desired. Certification in ITIL, PMP, or related IT management frameworks is desirable. Any satisfactory equivalent combination of experience and training, which ensures the ability to perform the work, may be substituted for the required experience.

- Ability to understand the business processes and how technological solutions can support those processes, and
- Ability to create strong working relationships with vendors and staff must be developed and maintained.

- Working Conditions: Normal office environment. Non-standard or extended work may be required based on project needs. Some travel may be required.
