    The State Emergency Management Agency (SEMA) has responsibility for coordinating all-hazards disaster preparedness, response, recovery, and mitigation operations across Missouri. SEMA operates the State Emergency Operations Center and provides training, grants, and planning support strengthen Missouri's resilience against natural and human-caused disasters. SEMA's mission is to help our fellow Missourians prepare for, respond to, and recover from all emergencies.     Job Description:

    This position will work closely with local public health agencies, hospitals and healthcare partners on Medical Countermeasures (MCM)/Strategic National Stockpile (SNS) Program planning initiatives and implementation. Programs are funded through the Public Health Emergency Preparedness Program (PHEP) Grant administered by the Centers for Disease Control and Prevention and Missouri Department of Health and Senior Services.

    Primary Duties:

    • Provide technical assistance and consultation to local public health agencies.
    • Assist with plan review and operational readiness of local and state MCM/SNS/Point of Dispensing plans.
    • Coordinate meetings related to SNS planning elements identified by CDC’s local Operational Readiness Review and/or SEMA’s Partner Readiness Evaluation Program (PREP) (i.e., identifying alternate modalities of delivery of mass prophylaxis medications). Work with local partners to develop agenda and presentations and set up meetings to showcase best practices. Facilitate meetings with community partners to assure comprehensive plans are in place that include entire populations in their jurisdictions (i.e., long-term care; institutionalized and homebound citizens; functional needs populations).
    • Oversee the maintenance of Missouri’s SNS Plan by assuring it is updated regularly.
    • Coordinate Missouri's annual Operational Readiness Review with the CDC to include plan updates, documentation and site visits on behalf of SEMA's related responsibilities.
    • Along with other SNS staff, develop Phase II plan for the delivery of medical countermeasures for a variety of public health emergencies including bioterrorism attack, chemical incident, radiological incident and pandemic.). Working with other identified partners, integrate state and local planning efforts to address this important phase of the response.
    • Participate in or lead exercise design teams (in close collaboration with SEMA’s training and exercise unit) in the SNS state-level exercises. Assist local jurisdictions in meeting SNS drill requirements.
    • Assist with the administration of the CHEMPACK program as part of the federal SNS program.
    • Perform inventory management functions of medical countermeasures on hand throughout the state.
    • Serve as Receive, State, and Store (RSS) Site commander, assume other MCM/SNS distribution leadership role as assigned, and train SNS team members on RSS operations and roles.
    • Participates in emergency management and State Emergency Management Operations Center duties as required.


    Qualifications:

    Candidates typically possess a bachelor's degree and 4 years of experience in emergency management, public health, healthcare, planning, or a related field (substitutions may be allowed). Work hours are 7: 30 a.m. to 4:00 p.m. Monday through Friday; overtime, work on holidays, nights, or weekends may be required during exercises, drills, or emergency activations. Flex time may be available. The position involves occasional travel within the state with some overnight travel, and minimal out-of-state travel. The position may require the ability to work in a warehouse setting lifting boxes of various dimensions and weights not exceeding 20 pounds for extended periods of time.

    Knowledge, Skills, and Abilities:

    • Strong verbal, written, organizational, research and problem-solving skills
    • Ability to analyze and review workflows and process, prepare findings, and make recommendations
    • Knowledge of federal and state laws, rules, regulations, policies, and procedures applicable to the assigned program or operation
    • Demonstrated ability to develop and implement programs and/or manage projects and complex assignments
    • Demonstrated ability of successful work with cross-departmental teams
    • Writing program goals and objectives; tracking and reporting on success
    • Experience developing, writing, implementing, assessing, and updating preparedness plans and procedures
    • Experience facilitating and leading meetings
    • Experience planning, developing, and implementing trainings and exercises
    • Proficient public speaking and technical presentations
    • Ability to participate in drills, exercises, and training events
    • Knowledge of the different types of private, volunteer, public health, and governmental emergency preparedness, response, and recovery programs and their purpose
    • Ability to work overtime or unusual working hours during an emergency event
