DescriptionThe City of San Clemente is looking for the ideal Information Technology Analyst I/II, someone who possesses a blend of technical expertise, analytical skills, and strong communication abilities. They demonstrate a keen understanding of IT systems, strong problem-solving skills, and the ability to clearly communicate technical information to both technical and non-technical audiences. This position, under general supervision from the Information Technology Manager, performs a variety of duties in the operations and maintenance of the City's full service computerized information systems, including maintaining hardware and software configuration, provides user support; and performs a variety of technical duties as required.
The City of San Clemente reserves the option to hire at either the
Information Technology Analyst I ($40.43 - $49.14 hourly range)
or II level ($45.66 - $55.50 hourly range)
based on candidate qualifications and selection process. Scheduled Salary Increases: Effective July 2025 - 3.0%Effective July 2026 - 3.0%Effective July 2027 - 2.5% DISTINGUISHING CHARACTERISTICS Information Technology Analyst I - This is the journey level class in the professional Information Technology series. This class is distinguished from the Information Technology Analyst II by the performance of the more routine, journey level professional information systems functions within the series.
Information Technology Analyst II - This is the full journey level class within the Information Technology series. Employees within this range are distinguished from the Information Technology Analyst I by the performance of the full range of duties which are assigned including assuming responsibility for the maintenance and operations of the City’s full service computerized information systems, including hardware and software configurations and providing user support. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the City. Positions in this series are flexible staffed and may be filled by advancement from the Information Technology Analyst I level.
Essential FunctionsEssential responsibilities and duties include, but are not limited to, the following:
- Provide support for the City's computers and users; determine users' needs; work with computer users to resolve problems and answer questions on a variety of hardware components and software programs.
- Install and configure new computers and software; install computer and data communications network components; such as routers, switches, work stations, mobile devices, infrastructure, and cables; develop and maintain assigned computer systems; install and troubleshoot computing hardware and related cables.
- Install, modify, test and troubleshoot existing computer programs; analyze problems; perform upgrades and make modifications to systems and individual programs as required.
- Participate in the administration, maintenance and repair of all computer hardware systems including printers, servers, backup systems, work stations, mobile devices, switches, routers, network infrastructure and related equipment.
- Participate in the maintenance and repair of selected network and application software for the City's wide area network.
- Coordinate information systems activities with other City departments; provide assistance and training in all applications; maintain the "Help Desk" for user assistance.
- Prepare documentation for new systems and changes to existing systems including system program and user guides; ensure compliance with established standards and procedures.
- Perform routine tasks of local area and wide area network administration; establish a computer maintenance schedule.
- Communicate and interface with end users; instruct end users concerning computer systems and software applications.
Research and formulate system documentation.
- Procure and maintain computer hardware, software, and related supplies.
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of information systems.
- Perform related duties and responsibilities as required.
In addition to the above duties, the level II duties include the following:
- Installs, configures and maintains servers, data storage systems, and advanced network infrastructure.

Experience and Education/Training Guidelines Any combination of experience and training that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience :Two years of experience in information systems for the IT Analyst I
Four years of experience in information systems for the IT Analyst II
Education/Training :Equivalent to a Bachelor’s degree from an accredited college or university with major course work in computer science, management information systems, business administration or a related field.
WORKING CONDITIONS Work Environment :
The primary work setting takes place indoors within an office environment.
Physical Requirements :
- Work is performed in an indoor office environment, requiring extensive sitting, and some standing and walking
- Moderate lifting, carrying, pushing, and/or pulling of boxes and files
- Stooping, kneeling, crouching, and/or crawling to access files
- Manual dexterity to operate a computer keyboard and other office equipment, handle files and documents
- Hearing and speaking to exchange information in person or on the telephone
- Visual acuity to see/read documents and computer screen
- May be required to lift, push, pull and carry items that are moderately heavy in weight on an occasional basis
- May be required to bend, stoop, walk, kneel, and crawl in constricted spaces on an occasional basis.

RETIREMENT - The City of San Clemente is a member of the California Public Employees' Retirement System (CalPERS), and is subject to the Public Employees' Pension Reform Act (PEPRA). The retirement formula for new employees is based on the category below that the new employee falls under. Employee contribution rates will be determined by the employee's classification and requirements under PEPRA.
NOTE: The City is also a member of the Social Security system. As such, Full Time employees make contributions to Social Security in addition to their CalPERS contributions.
Classic Member: Retirement Formula: 2% @ 55
Definition:CalPERS refers to all members that do not fit within the PEPRA definition of a "new member" as "classic members" who are subject to the Public Employees' Retirement Law (PERL). PEPRA allows a member after January 1, 2013, to retain his/her classic member retirement benefit status if the member continues his/her membership in all previous California Public Retirement System(s) by leaving his/her service credit and contributions (if any) on deposit, and the member enters into employment that results in CalPERS membership within six months of separating from the most recent California Public Retirement System. Classic member status also requires the membership date to be on or before December 31, 2012, in a California Public Retirement System in which reciprocity is established.
New Member: Retirement Formula: 2% @ 62
Definition: A new member is defined in PEPRA as any of the following: - A new hire who is brought into CalPERS membership for the first time on or after January 1, 2013, who has no prior membership in any California Public Retirement System.
- A new hire who is brought into CalPERS membership for the first time on or after January 1, 2013, who has a break in service of greater than six months with another California Public Retirement System that is subject to Reciprocity.
- A member who first established CalPERS membership prior to January 1, 2013, who is rehired by a different CalPERS employer after a break in service of greater than six months.
