DEFINITION Under general supervision, maintain healthy, safe, and sanitary facilities for shelter animals and the public; and provide all animals with proper, humane handling and care.
Essential FunctionsEssential and other important responsibilities and duties may include, but are not limited to, the following:
- Clean, disinfect and sterilize kennels, cages, equipment, runs and other areas of facility as directed.
- Clean and replenish food and water bowls.
- Visually inspect and monitor shelter animals, including those that are isolated or quarantined; recognize animal health problems or unusual behavior and bring them to the attention of the shelter manager.
- Assist with animals when veterinarian performs routine examinations.
- Administer injections and medications to all shelter animals.
- Responds to public inquiries regarding animals and the shelter; provides information within the areas of assignment; assists in the release and adoption of animals; provides front counter customer service to patrons; shows animals upon request; answers phones.
- Perform related work as required.
Typical Qualifications Knowledge of: Various breeds of dogs, cats and other domestic animals.
Principles of animal behavior and practices of humane animal care.
Principles and practices used in dealing with the public.
Basic techniques of kennel cleaning and maintenance.
Basic principles of record keeping.
Occupational hazards and safety practices necessary in the area of animal services.
Operate equipment and other tools used in the cleaning and maintenance of kennels.
Operate modern office equipment including computer equipment and software programs.
Ability to: Handle animals in a safe and effective manner, including, but limited to, muzzling techniques, collection and impoundment.
Learn, understand, and interpret rules and regulations governing the impounding and release of animals.
Recognize normal and abnormal animal behavior.
Prepare and maintain accurate and complete records.
Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.
Maintainmentalcapacity,whichallowsforeffectiveinteractionandcommunicationwithothers; understand and carry out oral and written instructions.
Experience and Education/Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: Experience in the handling of animals.
Education/Training: Equivalent to the completion of the twelfth grade.
Licenses or Certificates: Possession of a valid California Driver License upon appointment.
Special Requirements: Employees may be required to work weekends and holidays as assigned.
WORKING CONDITIONS Work Environment: Work is performed in animal shelter environment in varying temperatures; exposure to excessive noise (such as barking dogs); aggressive and/or dangerous animals; animal waste and dead animals; dust, chemicals from cleaning agents/disinfectants; and sewage and zoonotic diseases.
Physical Requirements: - Maintain physical condition necessary for standing for prolonged periods of time.
- Moderate lifting, carrying, pushing, and/or pulling.
- Occasional lifting of 50 lbs.
- Stooping, kneeling, crouching, and/or crawling.

HOLIDAYS - The CASA presently recognizes 12 regular holidays, plus 4 hours of floating holidays.
VACATION - Employees accumulate vacation at the rate of 104 hours per year increasing to a maximum of 176 hours based on years of service.
SICK LEAVE - Accrual of 8 hours per month.
INSURANCE - The CASA provides a comprehensive benefit package including employee medical, dental, vision.
LIFE INSURANCE - Value equal to two times annual earnings up to a maximum of $100,000.
DEFERRED COMPENSATION -Employees may elect to enroll in a voluntary plan and defer up to the IRS permitted annual maximum. Employees may defer up to a maximum of $23,500 annually in 2025. Individuals aged 50 and older can contribute up to $7,500 in catch-up contributions to these plans.
FLEXIBLE SPENDING ACCOUNT - Employees may participate in either or both of the Health Care or Dependent Care programs.
EMPLOYEE ASSISTANCE PROGRAM -Full-time employees and their dependents may utilize an EAP program which provides a variety of professional services.
RETIREMENT - CASA is a member of the California Public Employees' Retirement System (CalPERS), and is subject to the Public Employees' Pension Reform Act (PEPRA). CASA's retirement plan has reciprocity with CalPERS, OCERS, and various other California Public Retirement Systems.
CASA employees do not participate in Social Security. The retirement formula for new employees is based on the category below that the new employee falls under. Employee contribution rates will be determined by the employee's classification and requirements under PEPRA.
Classic Member: Retirement Formula: 2% @ 55
Definition: A new hire that has previously been a member of a reciprocal California public retirement system, only if the member continues his/her membership in all previous California public retirement system(s) by leaving his/her service credit and contributions (if any) on deposit, and the member enters into employment that results in membership in a reciprocal retirement plan within six months of separating from the most recent California public retirement system. Classic member status also requires the original membership date to be on or before December 31, 2012, in a California public retirement system in which reciprocity is established.
New Member: Retirement Formula: 2% @ 62
Definition: A new hire who is brought into membership in the City of San Clemente Restated Employee's Retirement Plan for the first time on or after January 1, 2013, and who has no prior membership in any other California public retirement system. A new hire who is brought into membership in the City of San Clemente Restated Employee's Retirement Plan for the first time on or after January 1, 2013, and who is not eligible for reciprocity with another California public retirement system. A member who established membership in a California public retirement system prior to January 1, 2013, and who returns to service under the same or reciprocal California public retirement system on or after January 1, 2013, after a break in service of greater than six months.
