    DEFINITION

    Under supervision, performs a variety of routine to semi-skilled tasks and participates in the work of a crew in the maintenance, operation, and repair of the City’s wastewater collection systems and lift stations; operates a variety of maintenance and construction equipment; responds to emergencies; maintains a variety of records; reads and interprets maps, blueprints, plans, and specifications; and performs other duties as assigned.

    DISTINGUISHING CHARACTERISTICS

    This is the entry-level classification in the Wastewater Collection Systems Worker series. Initially with direction, incumbents learn and perform a range of tasks requiring basic mechanical, plumbing, and electrical ability and aptitude. Work assignments are performed according to established rules and procedures, but with experience the work becomes progressively more diversified requiring independent judgment supported at regular intervals by supervisory review and direction. It is distinguished from the Wastewater Collection Systems Worker II classification in that the II level is the journey level classification in the series with responsibilities carried out with greater independence and journey-level skills. It is further distinguished from the Maintenance Worker I classification in that the later performs specialized maintenance specifically related to the City’s sewer collection systems and lift stations.

    SUPERVISION RECEIVED

    Supervision is provided by a Water Resources Coordinator and/or the Public Works Supervisor. Receives work assignments and lead direction from a Wastewater Collection Systems Worker III.

    Examples of Important and Essential Functions

    General Maintenance Functions

    Operates a variety of hand and power tools, equipment and vehicles; maintains tools and equipment in a safe and proper working condition; performs construction and improvement projects as assigned; maintains work areas in a clean and orderly condition; and properly operates a hand-held radio.

    Collection System Functions
    Cleans wastewater collection system, storm drains, flood control facilities and inlets; locates problem areas and operates equipment to flush system andunplug mains and laterals; cleans underground sewer systems, wet wells, and lift stations; operates a variety of hand and power tools, sewer cleaning equipment, and vehicles such as jackhammers, tampers, cutters, jet rodders, hydrocleaning truck, sewer vacuum truck, backhoe, forklifts, pressure washers, pressure water hoses, compressors, television inspection equipment, and other equipment and vehicles; conducts troubleshooting, diagnosis, and problem solving; inspects sewage and storm water lift and pump stations; assists with construction and repair of storm conduits, curbs, gutters, drainage facilities, water and sewer mains and lines, and new sewer connections; constructs and/or disassembles pumps to clean and repair; assists with the operation and maintenance of line inspection and video equipment to survey, open, and repair lines, including sealing and grouting damaged lines as required; operates and repairs pressure hoses; assists with flow monitoring; reviews plans for location of lines; tests and monitors for hazardous gases and uses appropriate safety precautions when entering underground areas; prepares accurate mathematical calculations to estimate materials for jobs; digs up and repairs damaged sections of pipe; cuts, installs, threads, and assembles new pipe; performs line locating and marking throughout the City’s sewer systems; installs street barricades and cones prior to the performance of maintenance or repair activities; directs and controls traffic at work sites; responds to and investigates inquiries from the public, businesses, and other agencies in a courteous, efficient, and timely manner; effectively communicates with a variety of individuals and agencies to exchange information, coordinate activities, and resolve issues or concerns; prepares and maintains a variety of records and reports; responds to emergencies, as needed; and wears and safely uses a self-contained breathing apparatus, as required.

    Job Related and Essential Qualifications

    Demonstrated Knowledge of :

    Safe operation and maintenance of hand and power tools, light and heavy equipment, and specialized vehicles; wastewater collection system preventative maintenance, repair, and constructiontechniques and practices; traffic safety and control practices and procedures; appropriate safety precautions and occupational hazards in underground, confined spaces; and record keeping techniques and basic mathematics.

    Demonstrated Skills to :

    Safely operate a variety of tools, equipment, large combination trucks, and vehicles; read and interpret diagrams, sketches, maps, and blueprints; perform a variety of manual, manipulative tasks and heavy physical labor to accomplish tasks; perform mechanical and plumbing maintenance and repair and pipe installation; prepare neat and accurate records and reports; make effective decisions in an emergency; evaluate situations, identify problems, and arrive at logical decisions; take initiative to keep work progressing to completion within prescribed time limits; communicate and relate effectively to those contacted in the course of work; take appropriate safety precautions in the performance of job duties; perform mathematical calculations; and exemplify an enthusiastic, resourceful, and effective customer service attitude.

    Experience, Education, and Training Guidelines

    Any combination of experience, education, and training that would provide the best qualified candidate.A typical way to obtain the knowledge, skill, and abilities would be:

    Experience :One year of experience in construction, maintenance, mechanical, or electrical systems including the operation of trucks, heavy equipment, and power tools or six months of wastewater/sewer maintenance experience equivalent to the City of Livermore Wastewater Collection Systems Trainee classification.

    Education :Equivalent to graduation from high school.

    Training :Any recent training, such as academic courses and certification programs which are relevant to this job classification.

    Certification :Requires the possession and maintenance of the California Water Environment Association (CWEA) Collection System Grade I Maintenance Certificate prior to the completion of the probationary period.

    License :Possession and continued maintenance of a valid California Class C Driver's License with a satisfactory driving record as determined by the City.Possession and continued maintenance of a valid California Class A license with the appropriate endorsements is required prior to the completion of the probationary period.

    Department of Transportation (D.O.T.) Requirement :Upon possession of a California Class A Driver’s License, incumbents in this job classification may be called upon, at any time, to perform safety sensitive functions, and therefore are subject to the Federal Highway Administration D.O.T. regulations and the City’s policy concerning drug and alcohol testing as a continuing condition of employment with the City of Livermore.

    Other Requirements :Willingness and ability to work scheduled and emergency overtime; work outdoors in all weather conditions and potentially hazardous areas, at night, in confined and awkward spaces, in heavy traffic, and in the presence of noxious odors, toxic chemicals, biological agents, and sewage; wear and use appropriate safety clothing and equipment, including self contained breathing apparatus; and attend meetings, trainings, and events during work and non-work hours.

    Special Requirements : Essential duties require the mental and physical ability to drive and operate a variety of vehicles and construction equipment; detect odors and running water; identify mechanical noises; converse on the telephone, two-way radio, and in person, often over the noise of machinery; bend, stoop, climb, and stand for long periods of time; read fine print with no color deficiencies to detect color-coded wires and read results of water color tests; manipulate small parts and components; pushing, pulling and lifting of vacuum hoses, attachments and controlling buttons and levers; utilizes pressure water hoses (up to 2500 psi); uses a variety of hand and power tools including 60 or 90 lb. jackhammers (combination of push, pull, guide and partial lift); ascends and descends stairs, ladders and on and off equipment; aligns and secures trailer attachments to truck hitches by manually cranking a jack to align the hitch and attachment; may shovel sand into sacks and stack sandbags (each bag up to 60 lbs.); loads and unloads compressors, air circulators, rooters, water pumps, and large hoses (50 to 200 lbs.); and safely wear self-contained breathing apparatus while entering and working in confined spaces.

    UNIFORM ALLOWANCE

    SAFETY SHOE ALLOWANCE
    Paid annually in July: $200/year for Meter Readers, and employees in Engineering Technician, Neighborhood Preservation Officer, and Building Inspector series who perform field work, and Public Works employees that are required to wear safety shoes or boots.

    PRESCRIPTION SAFETY GLASSES
    Reimbursement of up to $150/year for purchase of safety prescription glasses for EEs working in locations where there is a risk of eye injuries.

    SHIFT DIFFERENTIAL
    EEs regularly assigned to city facilities operating 24/7 - $2.50/hour for all hours worked when assigned to a shift requiring EE work at least 4 hours between 4:00 p.m.- 6:00 a.m.

    EQUIPMENT OPERATION
    Public Works EEs: $12.00/day for EE who operates Class A vehicle, min of 50%+ operation/day.

    STANDBY PAY
    2 hours straight-time for standby on regularly scheduled work day
    3 hours straight-time for standby on regularly scheduled days off and fixed City holidays

    CALL BACK PAY
    3 hours min @ OT rate for FLSA nonexempt. First 3 hours can't be taken as comp time but paid to EE.

    WORK IN A HIGHER CLASS
    If work min of 3 consecutive workdays, paid @ 5% differential or the minimum of the salary range of the higher classification.

    COURT PAY/COURT CANCELLATION PAY
    If in connection with EE's usual official duties, 3 hrs min @ OT, or 4 hrs min @ OT for those required to appear on normal day off or on graveyard shift.

    SUPPORT SERVICES TRAINING OFFICER PAY
    $90/pay period for full pay period while assigned.

    BILINGUAL PAY
    $60/pay period for both written & conversational. Must be certified by Department Head and approved by Admin Services Director, and used on the job.

    $35/pay period for conversation level as certified by Department Head and approved by Admin Services Director.

    TELEPHONE PAY
    20 minutes and for each minute exceeding 20 minutes at OT rate.

    CELL PHONE ALLOWANCE
    Standard = $40/month (if authorized)

    COMMERCIAL DRIVERS' LICENSE PAY
    $35/pay period with valid CA Commercial Driver's License and valid DOT medical card.

    OT COMP & COMP TIME OFF
    OT for > 40 hrs/week or > 8 hrs/day in a reg scheduled day or hrs in excess of those normally scheduled & worked/day @ 1 ½ x reg. pay or Comp Time in lieu of OT for FLSA nonexempt. Accrued Comp Time in excess of 100 hours must be paid out.

    TUITION REIMBURSEMENT
    75% reimbursement for tuition & books
    For undergraduate studies, $4,000 FY max; $16,000 lifetime max
    For graduate studies, $5,000 FY max; $10,000 lifetime max

    LICENSES & CERTIFICATIONS
    100% reimbursement for required licenses and certifications

    EMPLOYEE ASSISTANCE PROGRAM
    Three (3) sessions per incident per family member. Unlimited telephonic consultations.

    FLSA WORK PERIOD
    168 hour pay period beginning Monday at 12:01 a.m., ending 7 days later on Sunday at 12:00 midnight. If an EE is not on this work week schedule, something must be in writing documenting EE's work week.

    For WR Operator series : 168 hour period beginning Sunday at 12:00 midnight,
    ending 7 days later on Saturday at 11:59 p.m.
