ABOUT THE POSITIONCurrently, there is one (1) full-time Support Service Worker I, Bilingual Assignment vacancy in the Health and Human Services Department, Public Assistance and Employment and Training Branch, CalWORKs Welfare to Work Program and CalWORKs Housing Support Program .
The Support Service Worker I Bilingual (SSWI) is responsible for assisting families receiving CalWORKs public assistance benefits and referred for or approved for the Housing Support Program (HSP). Many of whom are monolingual Spanish clients. The SSWI assists clients by completing and/or reviewing referrals and determining eligibility for HSP. Providing referrals to community agencies, and conducting outreach at Marin County community agencies, and at times various public events. The SSWI must work closely with the HSP service contractor; providing guidelines, attending site visits and monitoring contract obligations and follow up if there are corrections. The SSWI is responsible for maintaining case records and keeping data in compliance with applicable federal, state and local regulations. The SSWI works independently as well as collaboratively with other staff as a part of a larger case management team.
Bilingual Testing:Bilingual Testing/Certification: The successful candidate must possess bilingual skills and must demonstrate proficiency in both Spanish and English prior to appointment. A bilingual proficiency exam will be administered to ensure the candidates possess the appropriate skill level to meet the requirements.
Hybrid Schedule: The Health and Human Services Department has embraced a
hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.
ABOUT YOU Our Highly Qualified Candidate Our highly qualified candidate has a demonstrated ability to establish and maintain effective working relationships with individuals and families in the community and with staff. The ideal candidate is also knowledgeable of social service systems and family engagement strategies. The successful candidate has experience in assisting adults and their families that experience multiple barriers to employment, including successfully working to support clients with challenges such as English proficiency, computer literacy, educational attainment, disability, substance abuse or mental health issues, domestic abuse, or cultural adaptation. The successful candidate exhibits strong initiative as well as a demonstrated ability to work successfully in a team environment. In addition, the ideal candidate possesses excellent written and oral communication skills and has a strong commitment to excellent customer service. Experience working with Public Assistance Programs, CalWORKS and the CalWORKs Housing Support Program is highly desirable.
QUALIFICATIONS Knowledge of
- The ethnic, economic, and social factors affecting residents and special populations of the community or clients served by Health and Human Services programs.
- Major community resources including social, employment and health services.
- Ethnic, economic and social barriers which inhibit residents from seeking and receiving services and methods of overcoming or lowering service providing barriers.
- Acceptable household management and personal care standards such as basic nutrition, economical meal planning, money management and budgeting and personal health and hygiene standards, methods and practices.
- Normal health needs of infants, children, adolescents, adults and aged persons.
- Signs and symptoms requiring medical assistance.
- Computer applications related to the work.
- Standard office practices and procedures, including filing and the operation of standard office equipment.
Ability to
- Quickly learn program rules, regulations and services.
- Perform routine eligibility support tasks and standard office support work.
- Develop the skill to recognize specific indications of need for various services.
- Utilize bilingual skills to read, understand and explain rules, regulations, policies and documents to a non-English speaking population.
- Follow oral and written instructions.
- Maintain accurate records and files.
- Make accurate arithmetic calculations.
- Prepare standard reports related to the work performed.
- Establish and maintain effective working relationships with clients, children, representatives of the community served, employees of County departments and other agencies and the public.
