    ABOUT US

    The Office of the County Executive is responsible for preparing the county budget, providing the Board of Supervisors with the information they need for making decisions, and supporting the work of the County Executive by, representing the county in intergovernmental relationships, overseeing, and coordinating the work of all county departments and ensuring they provide timely, accurate and coordinated information to the public. Our staff also helps coordinate planning for County facilities, risk management, county-wide communications, supports the Board Clerks, and leads racial equity and other strategic initiatives.

    ABOUT THE POSITION

    Reporting to the Budget Director and occasionally other members of the Office of the County Executive leadership team, the Process Improvement Analyst is tasked with leading efforts to improve processes and program outcomes throughout the organization .

    With approval of the FY 2025-26 Proposed Budget, County of Marin launched a new Process Improvement Team dedicated to advancing operational excellence across departments. This team will consist of two analysts, under the direction of the Budget Director and in close connection to the larger Budget Team, who will partner with department management and program staff to lead performance management and continuous improvement efforts across the County. The Analysts may be assigned to support departments within any of the County’s five service areas (Public Safety, Health and Human Services, Community Services, Administration & Finance, and Community Development & Public Works).

    Through use of industry standard Lean Six Sigma tools, data analysis platforms and on-site review and workshopping of County operations, the Process Improvement team will support the organization by giving departments the tools needed to identify inefficiencies, streamline workflows, enhance service delivery, and promote a culture of innovation and accountability.

    Key functions of the team include:
    • Serving as the designated County staff for the outside consultant that that is conducting organizational assessments of all County departments over the coming years.
    • Supporting departments with the development of strategic plans, key performance indicator s and reporting .
    • Facilitating process mapping, root cause analysis and supporting change management and internal capacity development.
    • Applying process improvement methodologies to drive measurable outcomes. Though not required for this position, highly qualified candidates will have an awareness of these methodologies and staff will participate in accreditation trainings in Lean Six Sigma, or other related methodologies.
    • Developing and leading the County’s new Performance management framework, which may include the development of performance management dashboards
    • Leading cross-departmental improvement initiatives to enhance coordination and eliminate redundancy.
    • Supporting the County Executive in the development and implementation of the annual budget document
    • Other duties as assigned to support the development of the annual financial plan, performance management and other reporting requirements, and other duties as assigned.

    There are currently two (2) full-time (80 hours bi-weekly), regular hire vacancies.

    Hybrid Work Option: The County Executive's Office considers hybrid (telework/onsite) work schedules with approval from a supervisor and after a probationary period of at least six months of in person work for new employees.

    The county is currently in the process of bargaining pay increases for its employees. This position is anticipated to get a pay increase in Summer of 2025

    ABOUT YOU

    The Highly Qualified Candidate is self-directed, organized, dependable, flexible, detail-oriented and can review and actionable recommendations to address complex fiscal and policy challenges. In addition, they are skilled communicators in both written and verbal formats and can maintain successful, collaborative, and constructive working relationships with internal staff and members of the public. They demonstrate leadership through strategic planning, continuous improvement, and professional collaboration. Lastly, they are able to address both specific “in the weeds” challenges within department operations and can provide recommendations which help steer departments towards positive outcomes, improved efficiency and fiscal sustainability, as well as alignment with Board priorities.

    An outstanding candidate also has experience providing high level management, fiscal and policy analysis within a local government setting, or related field. They can work with financial data systems to conduct complex and sensitive analyses, often requiring a high level of detail. They are skilled writers who can consistently communicate complex government policy and processes in plain language. Lastly, outstanding candidates for this position are able to implement their recommendations and coordinate with the Budget Director with minimal specific oversight. Additionally, this candidate also possesses the following:
    • An MPA, MPP, MBA, or other higher education degree related to the work
    • Experience performing complex budget and financial analysis work
    • Strong familiarity with financial and position control data systems
    • Experience developing, analyzing, and presenting policy or financial recommendations to a Board, Council or other decision makers

    Qualifications

    KNOWLEDGE OF
    • Principles and practices of public administration, public agency organization and human resources administration.
    • Organization, function and administrative structure of public agencies, including the role of an elected Board.
    • Techniques of planning and performing administrative, budgetary, operational, human resources or organizational analysis, including project management.
    • Practices of contract negotiation and administration.
    • Applicable laws, codes, regulations and ordinances.
    • Principles of budget preparation and administration, particularly in a public agency.
    • Principles and practices of equal employment opportunity, affirmative action and accommodation for individuals with disabilities
    • Principles of job analysis, recruitment and selection, classification and compensation, employee relations and risk management in a public agency.
    • Research methodology, data analysis and statistical sampling techniques.
    • Computer applications related to the work, including spreadsheets and basic methods of graphic presentation.
    • Techniques for dealing effectively with departmental and employee representatives, members of various public and private organizations and the public in individual or group settings.
    • Basic supervisory principles and practices.

    ABILITY TO
    • Plan and carry out various analytical studies in area(s) of assignment.
    • Gather and analyze a variety of data, evaluate alternatives and reach sound conclusions.
    • Interpret, apply and explain laws, rules, regulations and policies.
    • Use sound, independent judgment within general policy guidelines.
    • Organize own work, coordinate multiple projects and meet critical deadlines.
    • Prepare clear, concise and accurate reports, correspondence, policies, procedures and other written materials.
    • Communicate orally, including making presentations of findings, recommendations and policies before public officials, other officials, employees, employee representatives and community groups, in order to gain concurrence and cooperation through discussion and consensus building.
    • Recognize and resolve problems of a sensitive political nature, analyze situations, select alternatives, recognize consequences of proposed actions, negotiate mutually satisfactory solutions to problems and implement recommendations.
    • Use computer applications effectively, including spreadsheets and basic graphics.
    • Plan and direct the work of others on a project or day-to-day basis.
    • Establish and maintain effective working relationships with those contacted in the course of the work.
    • Represent the County effectively in meetings with groups and individuals, including making effective oral presentations.


    The Minimum Qualifications are: Any combination of education and experience that would provide the knowledge and skills listed in the class specification . Typically, graduation from a four-year college or university with major coursework in business or public administration, public policy or a field related to the work and three years of professional level experience performing administrative, budgetary, operational, management or organizational analysis work. At least one year of the required professional experience must have included journey level experience in the area of assignment. Additional professional level work experience performing administrative, budgetary, operational, management or organizational analysis may be substituted for the required education on a year-for-year basis.
