DESCRIPTION OF DUTIES /
ESSENTIAL FUNCTIONS: Under the guidance of the City Controller, Chief Administrative Officer, Senior Assistant City Controller or designee, Financial Analyst IV oversees the check printing process for payroll and vendor payments and serve as primary liaison for the department. The Financial Analyst IV will assist management in implementing process improvements, monitoring operational effectiveness, and ensuring compliance with financial regulations and policies.
The Financial Analyst IV duties will include but are not limited to:- Troubleshoot SAP issues with heavy emphasis on invoicing and payment processes.
- Reviews, analyzes and recommends SAP enhancements to Accounts Payable and payment modules.
- Oversees check printing for payroll and vendor payments for the city.
- Identify, document, and implement various internal business process improvements and quality control enhancements including IRS information returns, late payment creation, and year end accounts payable process.
- Directs development and implementation of internal accounting controls, policies, procedures and management techniques for the city's various integrated accounting systems.
- Supervises recording and analysis of city transactions and preparation of financial statements and routine special reports.
- Evaluates the adequacy of, recommends improvements to, and maintains compliance with internal accounting controls.
- Serves as primary liaison between the City Controller’s Office, IT, and ERP support teams.
- Ensures compliance with all federal, state, and local regulations regarding proper disbursement of City funds.
- Obtains information as to department’s SAP user needs and participates in decisions of necessary courses of action.
- Review, research and survey requests to assess operational improvements and implement revised management procedures.
- Compiles and interprets statistical data in analyzing and assessing departmental operations, schedules and long-range forecasting.
- Handles various special projects assigned by department leadership.
WORKING CONDITIONS The position is physically comfortable; the individual has discretion about walking, standing, etc.
MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.
EXPERIENCE REQUIREMENTS
Six years of professional experience in Finance, Economics, Budget Analysis or a closely related field are required.
Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement. A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.
LICENSE REQUIREMENTS None.
PREFERENCESPreference will be given to candidates that can conduct in-depth analyses of city operations across various departments to identify inefficiencies, bottlenecks, and areas for improvement. In addition, preference will be given to candidates with a track record of working with department heads to map and assess key operational processes, focusing on aligning them with budgetary constraints and organizational goals. An ideal candidate will be able to evaluate operational performance and make recommendations to enhance service delivery while optimizing resource utilization.

- Experience and proficiency with Microsoft Office (e.g., Excel, Word, Outlook, and PowerPoint) and Adobe Acrobat.
