The
San Bernardino County Office of Homeless Services invites qualified professionals to apply for the position of
Licensed Clinical Therapist II. The incumbent will provide psychotherapeutic treatment services, field-based crisis response, administrative support, and serve as a lead providing clinical oversight for a team of Mental Health Specialists, Social Workers, and Alcohol and Drug Counselors serving the homeless population.
Duties may include but are not limited to: Outreach: Conduct field-based outreach to individuals experiencing homelessness, with sensitivity and respect for diverse backgrounds and life experiences.
Assessment & Treatment Planning: Conducts intake assessments; prepares diagnostic evaluations; determines the cause, nature and severity of the client's current mental status. Selects, administers, scores, and interprets a wide variety of objective and projective tests including intelligence, personality, aptitude, and achievement tests for the purpose of diagnosis and treatment of mentally ill and emotionally disturbed clients. Develops, evaluates and implements goal-oriented treatment plans.
Case Monitoring & Evaluation: Prepares case documentation, progress and court reports, conservatorship requests, special reports, proposals, grants, manuals and correspondence. Participates in the staff review of a case; recommends changes in therapeutic techniques, environment, and/or charting to facilitate patient recovery. Monitors clients' use and response to medication; reports adverse reactions or failure to maintain stability to psychiatrist.
Clinical Counseling: Provides direct treatment services such as individual and group therapy to the unhoused population in various treatment settings. Provides rehabilitative and socialization services to restore and maintain the best possible functional level of patients with chronic psychological impairments. Assists clients and families in understanding the nature of their physical, mental, or emotional disorder; provides emotional support and information to assist them in identifying external stressors that contribute to the client's problems.
Administrative: Provides lead clinical oversight. Develops and/or implements minor and major program changes related to such areas as group structures, treatment goals and directions, the incorporation of newly mandated services, and contract services. Assesses contract programs to determine if they are sufficient in meeting the treatment needs of clients; monitors contracts such as residential facilities treatment, and the outpatient programs for both programmatic and fiscal compliance.
Community Collaboration: Acts as liaison and coordinates services between clients and county and/or contract mental health agencies; provides an evaluation of a client's problems and progress for other County agencies. Serves as a consultant or trainer for staff, community agencies, and other professionals on complex client, placement, and mental health issues; provides community outreach and makes special presentations to civic groups.
Crisis Response: Intervenes in crisis situations when a patient exhibits acute psychiatric symptoms which present an immediate threat to the patient or others.

CONDITIONS OF EMPLOYMENT License: Must be licensed in the State of California as a Marriage and Family Therapist (LMFT), Clinical Social Worker (LCSW), or Professional Clinical Counselor (LPCC). A copy of license is required upon appointment. Licensure must be maintained and in good standing.
Pre-Employment Process: Applicants must pass a background check that will include fingerprint/DOJ LiveScan, DMV check, and medical exam, including drug and TB testing.
Travel: Travel throughout the County is required. A valid California Class C Driver License is required to carry out the essential job-related functions of this position (mileage reimbursement is available at current IRS rates). A clean driving record and proof of automobile liability insurance must be maintained.

--AND-- Experience: One (1) year of full-time equivalent experience as a

Desired QualificationsClinical Therapist IIs must have strong interpersonal skills enabling them to work positively and compassionately with clients of various backgrounds who may be experiencing difficult life circumstances and stressors such as homelessness, illness, behavioral health issues, or family crises.
Crisis intervention experience is highly desirable. The ideal candidate will have experience in the following areas in a homeless services program environment: - Collaboration Across Departments & Organizations: Experience coordinating efforts across various county departments and entities to support homeless individuals and families.
- Conflict Resolution and Client Management: Proven ability to manage challenging interactions with homeless clients, using de-escalation techniques with a compassionate, professional approach to resolve conflicts and reach positive outcomes.
- Client Engagement & Responsibility: Experience employing strategies that help re-engage clients who may struggle with following through with housing commitments and responsibilities; providing support and motivation in reaching housing stability and self-sufficiency.
- Building & Maintaining Relationships with Service Providers: Ability to build positive and collaborative working relationships with local organizations and stakeholders to enhance service delivery and improve client outcomes.
- Empathy, Trust, & Direct Service: Ability to build rapport and maintain a client-centered approach in every interaction; understanding the importance of empathy and trust when working with individuals experiencing homelessness.
