Reporting relationship: The Financial Services Director (FS Director) reports to the Chief Financial Officer (CFO) of MoDOT. This highly responsible position leads the financial services division within the organization, consisting of employees at the Central Office in Jefferson City and employees located in seven districts around the state.
Principal Responsibilities: The FS Director is responsible for the budget, financial analysis, administering federal funds and partnering programs, as well as the accounting, debt management, payroll, and internal control functions of the department. The FS Director oversees the financial forecast determining the assumptions to be used including estimated state and federal revenues and estimated expenditures. The FS Director also develops and implements budget policies and procedures and oversees the annual budget process. The FS Director is responsible for ensuring the effective and efficient use of all state and federal funds. The FS Director also manages the partnering programs including the state infrastructure bank and cost share program. The FS Director is also responsible for accounting and payroll functions and establishes internal controls for the department, as well as ensuring the Annual Comprehensive Financial Report is completed in accordance with state statute. The FS Director establishes and maintains financial objectives and policies, implements and maintains financial accounting systems, prepares and makes recommendations based on financial analysis of operations, and participates on various project and strategy teams to support the department's mission . The FS Director is also responsible for administering the Commission’s bonding program.
All you need for success: Minimum Qualifications - Bachelor's degree: Accounting, Finance, Business Administration or related field
- Over nine years of experience in accounting or financial positions
- Licensure as a Certified Public Accountant in the State of Missouri is preferred.
- An understanding of funding issues, innovative financing, accounting principles, financial concepts, and demonstrated expertise in government relations, public affairs, debt management, and financial forecasting is desirable.
- An outstanding track record in managing complex and diverse internal operations as well as evidenced success at achieving real results.
- At least five years of progressively responsible management experience. This should include:
- Proven leadership skills, including a positive history of working collaboratively to establish rapport and credibility among the staff and multiple stakeholders.
- Proven track record of effective use of organizational performance management practices, innovation, and accountability measures.

- A high degree of political acumen including tact, diplomacy, and the people skills necessary to negotiate with the various constituencies impacting the position and the work of the department.
