    The Position

     

    This recruitment is being conducted to fill one full-time vacancy for the position of Information Systems Specialist II for the Information Technology Services (ITS) Department, which is a part of the County Executive Office at Napa County. This position will be assigned to work at the Napa County Department of Corrections.

    The eligibility list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.

    Napa County Information Technology Services (ITS) provides technology services and solutions to all 18 County departments, as well as a range of technology services to five special districts within the County. Each of these functional areas and special districts provide their unique services to the Napa County community and ITS plays a strategic role in fulfilling technology needs in support of these varying businesses.

     

    This position will be assigned to work at the Napa County Department of Corrections (NCDC). NCDC is dedicated to providing professional correctional services to the citizens of Napa County. NCDC has jurisdiction over the Napa County Jail facility; it does not operate under the authority of the Napa County Sheriff's Office. The facility houses both pre-sentenced and sentenced incarcerated persons.

    This position is a blend of Operational support and an IT Liaison for the Napa County Department of Corrections (NCDC). The selected candidate will serve as the dedicated IT Specialist for NCDC, managing the application portfolio, providing Tier 2 support, and leading business process improvement initiatives.

     

    The ideal candidate will be service-oriented with proven abilities in business process analysis, have a strong understanding of information technology, have a genuine interest in criminal justice administration, and demonstrates excellent communication skills.

     

    What a typical day may look like:

     

    • Be the primary point of contact for troubleshooting and providing operational support onsite for the Department of Corrections.
    • Serve as the liaison between ITS and Corrections while building strong relationships with key departmental staff.
    • Research new hardware/software requests and evaluate potential solutions to departmental needs.
    • Collaborate directly with departments and vendors on the planning, design, acquisition, development, and deployment of new applications and enhancements to existing applications.
    • Manage the application portfolio for the Department of Corrections, provide Tier 2 support for departmental application issues, and coordinate installations and upgrades.
    • Plan and perform business systems analysis of major business activities and functions.
    • Meet with department managers, decision makers, system owners, and end users to define business and operations requirements, identify opportunities, define departmental goals, and identify and resolve system issues.
    • Conduct quarterly meetings with departmental managers to convey the status of current projects, develop future project plans, and communicate ITS initiatives.

     

    Position Requirements:

    The Napa County Department of Corrections is a 24/7/365 jail operation. The selected candidate must be willing to work on-call and work irregular and/or rotating shifts, holidays, and weekends.

     

    Due to the nature of the working environment for the Department of Corrections, the selected candidate will be required to successfully pass an extensive background check through a private investigator and a polygraph examination.

     

    To qualify for the Information Systems Specialist II classification, any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

     

    • Experience: Two years of programming, systems, and/or Web design and development experience in a governmental or business operation.
    • Education: Equivalent to graduation from college with major course work in data processing, computer science, graphic design, or a closely related field, and minor course work in business principles. Additional qualifying experience may be substituted for the required education on a year-for-year basis.

     

    License or Certificate:* This class series may require possession of a valid California Driver's License.

     

    *Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
