    JOB SUMMARY:
    The Safety Administrator is responsible for utilizing an in-depth knowledge of safety and environmental health aspects to assist the organization with the development and planning of policies, programs, and procedures for safety and environmental health. The Safety Administrator reports to the Director-Safety & Environmental Health, and partners with organizational leads in: anticipating safety challenges and exploring opportunities for improvement; researching and recommending alternatives to mitigate workplace hazards and enhance work practices; researching and recommending relevant safety and operational health metrics based on best practices that are easily benchmarked; and promoting an organizational safety-centric culture that values accountable, effective, and sustainable solutions. This position oversees the work of other safety and environmental health professionals engaged in a broad range of safety and health projects.

    ESSENTIAL FUNCTIONS:
    •Participates in the development and promotion of SAWS’ workplace safety programs that prevent or minimize injuries and accidents; informs and educates management and employees regarding best safety practices and regulations; and identifies and plans safety initiatives to develop a behavior-based safety culture.
    •Prepares and provides relevant and specific reports for departmental and executive management regarding workplace safety statistics, findings, compliance concerns, and recommendations for corrective/preventive action; and follows up to ensure measures have been implemented.
    •Participates in evaluating and implementing effective measures to reduce incidents, illnesses, and injuries, including adoption and promotion of best safety practices across the organization.
    •Participates in the development and recommendation of strategic initiatives for SAWS Workplace Safety Program.
    •Responsible for researching, reviewing, and interpreting applicable regulations, and contributes as a resource for management on safety and health processes, policies, and regulations.
    •Assists Employee Learning & Development Division with development, implementation, and management of relevant safety orientation, education, and training, including documentation and follow-up.
    •Monitors federal and state agencies for regulatory changes and conveys to management changes that may impact the organization, and interprets proposed and existing standards, policies, and practices.
    •Coordinates the Contractor Safety and Health Pre-Qualification program.
    •Participates in the development, implementation, and enhancement of overall safety initiatives, including processes for safety audits of personnel, equipment, and materials; and hazard identification and safety risk assessments.
    •Participates in measuring and evaluating the effectiveness of the safety program; tracking and analyzing technical data for trends related to hazards, events, and occurrences; and collaborates with the Safety and Occupational Health Team to develop strategic, organization-wide recommendations to mitigate future losses.
    •Supervises, selects, develops, trains, and evaluates personnel.
    •Participates in the annual departmental budget process.
    •Performs other duties as required.

    DECISION MAKING
    •This position works under limited supervision and requires sound judgement and decision-making skills.

    MINIMUM REQUIREMENTS
    •Bachelor’s Degree, with preference for degree in Environmental Safety, Business, Public Administration, or related field, with five years of relevant professional work experience in safety management, project management, utility operations or related field, including at least two years leading personnel.
    •Professional designation within the safety and environmental health such as: Executive Safety Management Certification, Certified Safety Professional, Registered Environmental Manager, Certified Industrial Hygienist, Certified Utility Safety Administrator, Certified Occupational Hearing Conservationist, Certified Safety & Health Official, Associate Safety Professional, or other related certifications, or the ability to obtain within 18 months of hire.
    •Valid Class “C” Texas Driver’s License consistent with SAWS Driving Policy.

    Internal Applicants:
    An internal applicant may also qualify with a High School Diploma and eight years’ increasingly responsible experience with a safety or risk management program. Must also possess a Valid Class “C” Texas Driver’s License. PREFERRED QUALIFICATIONS
    •Demonstrated experience leading in a safety and environmental health department and making significant improvement in safe operations, vehicle safety, reporting, and compliance.
    •OSHA Commendations or industry commendations.

    JOB DIMENSIONS
    •Knowledge of local, state, and federal laws and regulations relevant to workplace safety and environmental regulations.
    •Knowledge of quantitative and qualitative analysis and strategic planning techniques and methodology to routinely identify trends and develop short and long-term strategies to positively influence those trends.
    •Skill in effectively managing time to efficiently and effectively accomplish goals.
    •Skill in conducting effective workplace safety investigations and audits, and in working with relevant personnel to develop corrective actions and follow-up mechanisms to address identified issues.
    •Skill in developing and maintaining positive, constructive relationships internally and externally, including with local, state, and federal regulatory agencies.
    •Skill in making public presentations and communicating effectively and efficiently to all levels of management and employee using multiple channels and mediums (e.g. print, publications, social media, in person, etc.), to include excellent verbal and written communication skills.
    •Ability to develop and promote programs and initiatives that align with driving sustainable, year over year improvements across the organization in all aspects of Safety and Environmental Health.
    •Ability to utilize presentation software and internet tools, and personal computers and equipment and associated software programs, such as word processing, spreadsheet, database, flowcharting, organization charts, safety reporting, and presentation software.

    PHYSICAL DEMANDS AND WORKING CONDITIONS
    Physical requirements include lifting up to 25 pounds occasionally. Subject to walking, climbing stairs, climbing ladders, and working at heights, and/or on construction projects to perform job scope. Requires visual acuity, speech, and hearing.

    Working conditions are in an office and field environment with exposure to inclement weather, permit-required confined space entry and site conditions typical of heavy construction and maintenance. May be required to comply with requirements as specified in applicable regulations for personal protective equipment, including clearance for use of respiratory protection and other associated equipment. Also drives a company and/or personal vehicle when performing duties at field locations.

    May be required to work hours other than the regular schedule.
