    POSITION OVERVIEW

    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
    The Mayor's Office for People with Disabilities (MOPD) is the primary advocate for the rights and needs of over 215,000 Houstonians with disabilities. The Office serves as a liaison between the Mayor, City Council, City Departments and other public and private entities on matters pertaining to the disability community. MOPD's vision is a city where everyone understands the importance of equal participation and full inclusion of all Houstonians.

    We achieve our vision by providing and participating in programs and services that address the needs and rights of Houstonians with disabilities, including:
    • Facilitating delivery of services
    • Acting as liaison to the Houston Commission on Disabilities (HCOD)
    • Making recommendations to public and private entities regarding the development of policy and legislation
    • Establishing local, state and national partnerships to promote community integration and awareness

    The Senior Staff Analyst is a member of the MOPD leadership team and leads the office’s accessible infrastructure initiatives. This includes managing the Pedestrian Accessibility Review (PAR) Program. The successful candidate will be familiar with engineering and/or urban planning best practices, universal design, the Texas Accessibility Standards, technical requirements of the Americans with Disabilities Act (ADA), as well as the Architectural Barriers Act and the pending Public Right-of-Way Accessibility Guidelines (PROWAG). Additionally, the successful candidate must be familiar with the principles of self-determination and/or disability justice. Spanish proficiency is a plus.

    Essential functions and responsibilities include:

    • Represent MOPD Director on interdepartmental committees and task forces (including Sidewalk Variance Committee and Technical Advisory Group).
    • Receive and review all incoming Pedestrian Accessibility Review (PAR) Program applications and conduct site reviews in the field.
    • In collaboration with Houston Public Works (HPW), determine PAR application eligibility.
    • Participate in coordination meetings with Houston Public Works and the Planning Department for project management and prioritization.
    • Maintain and regularly update PAR data and prepare reports for MOPD and HPW leadership, including a monthly report to the Houston Commission on Disabilities.
    • Analyze city ordinances and guidance to ensure the highest degree of accessibility for residents and visitors with disabilities.
    • Support the MOPD case management program by responding to constituents and providing referrals as appropriate.
    • Support and collaborate with leadership by setting budget goals and ensuring compliance.
    • Provide financial summaries, reports, and recommendations as needed.
    • Research and apply for grants that support MOPD’s mission.
    • Participate in emergency activations.
    • Perform other duties as assigned.

    WORKING CONDITIONS
    Requires lifting of moderately heavy items weighing up to 40 pounds. May experience long periods of walking and standing on rough surfaces. May be exposed to various weather conditions on outside assignments.

    MINIMUM REQUIREMENTS

    EDUCATION REQUIREMENT
    Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.

    Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.

    EXPERIENCE REQUIREMENT
    Five years of professional administrative, financial or analytical experience related to the type of work being performed are required.

    Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
