Job Description
The Missouri Department of Mental Health, Division of Behavioral Health (DBH), seeks to hire a Deputy Director of Administration. This position is domiciled in Jefferson City at the Roberts Building
This is a high-level administrative and management position which reports directly to the DBH Division Director. The position leads the fiscal and administrative units of the DBH.
Knowledge required:
This position requires knowledge of best practice standards, as well as Federal, State and DMH regulations; ensuring sound fiscal management and fiscal monitoring systems; and knowledge of organizational and programmatic management.
• Direct the Division of Behavioral Health’s budget development process, including special budgetary reporting and data analysis preparation
• Direct the compilation and presentation of budget, financial, and statistical outcome data analytics for presentation to the Budget Office, Legislature, Mental Health Commission, State Advisory Committee, MO Coalition for Community Behavioral Healthcare, and other interested parties
• Present the division’s budget, upon the request of the DBH Division Director, to the House Appropriations and Senate Budget Committees, or any other legislative committees upon request, and provide responses to all legislative inquiries for the Division
• Evaluate resource needs and priorities of the Division, including associated Medicaid programs as related to program development, management, and monitoring
• Provide consultation and technical assistance to department, division, and facility staff regarding budget and fiscal issues
• Assist in the development of any revenue maximization strategies for the division
• Assist in the fiscal planning for program or project developments
• Provide oversight of contract development, award, and annual renewal together with funding allocation management to a network of contracted behavioral health agencies statewide
• Oversee the accuracy of expenditures according to budget allocations/appropriations, fund source, and legislative intent
• Represent the division at various meetings and legislative hearings and special committees
• Evaluate and assess Division points of concern to include operation and personnel matters ; develop and discuss proposed solutions with the DBH Division Director
• Coordinating regular meetings with the Chiefs of Fiscal Operations (CFOs) at facilities, as well as Central Office staff meetings
• Provide full or partial supervision of CFOs, and other senior administrative staff
• Work cooperatively with the DMH Divisions of Administration and Developmental Disabilities
• Maintain effective working relationship with legislators, community leaders, stakeholders, and other state agencies
• Serve as a Division lead on business processes such as implementation of DMH wide electronic health record, data driven outcomes to improve services, DMH strategic directions and member of the DBH and DMH executive committees

Qualifications:
• Five (5) or more years of experience working in management of governmental programs, including, but not limited to governmental budget administration or related work such as program, cost, or operational analysis; and,
• A bachelor’s degree in public or business administration; organizational management; accounting; finance; statistics; or public health; or other closely related fields; or,
• A bachelor’s degree in psychology, sociology, social work, counseling, or health care management with substantial coursework in one or more of the following subjects: public or business administration; finance; accounting; or business management.
