    The City of Fresno is seeking a highly skilled and motivated Programmer/Analyst IV to join our Information Services team supporting the Fresno Police Department. Under minimal supervision, A Programmer/Analyst IV works closely with departments to determine if work systems are adaptable to computerized data processing Business Systems; makes recommendations for business process reengineering; develops and/or implements complex computer programs; coordinates installations or other activities with multiple departments and/or other entities.

    This is an advanced level position requiring a high level of technical expertise in application development, system integration, and database management. As a Programmer/Analyst IV, you will play a key role in analyzing workflows, identifying business needs, and delivering robust, scalable technology solutions. You will collaborate across department units to support critical applications and lead technical projects from concept to implementation.

    Key responsibilities include: Analyze, design, and develop applications using the .NET platform; Build and maintain WPF-based desktop applications and Blazor web/mobile applications; Design and optimize complex queries and procedures using Microsoft SQL Server; Integrate systems via APIs and secure data exchange processes; Develop reports and dashboards using tools like SQL Server Reporting Services; Collaborate with technical and non-technical teams to gather requirements and deliver solutions; Lead technical projects, system upgrades, and coordinate cross-departmental efforts; Provide support and maintenance for mission-critical applications used by the Police Department; Document processes, create test plans, and ensure software quality and reliability.

    Preferred technical skills include: Strong experience with Microsoft SQL Server (complex queries, stored procedures, performance tuning); Proficiency in .NET development, including C#, WPF, and Blazor; Familiarity with web technologies such as HTML, JavaScript, and CSS; Experience with API integration and data exchange workflows; Knowledge of reporting tools like SSRS, Crystal Reports, or similar; Version control using GitHub; Knowledge of GIS concepts and ESRI Tools; Proficiency with tools like Visio, Excel, and Word. Soft Skills & Additional Qualifications: Strong communication skills both verbal and written; Excellent problem-solving and analytical abilities; Ability to manage multiple priorities and work independently or as part of a team; Experience designing business processes and creating workflow diagrams; A customer service mindset with a proactive approach to technical support.

    One vacancy currently exists in the Information Services Department. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period at the City's discretion. Should the competitive process be suspended for this recruitment, the eligibility list may be limited to three (3) months.

    Pay,Benefits, & Work Schedule

    BENEFITS: UNIT 3 Classification - The Fresno City Employees Association, Inc. (FCEA)
    HEALTH INSURANCE: The City contributes toward monthly premiums for PPO medical, dental and vision for employees and dependents.
    FLEXIBLE SPENDING ACCOUNT: IRS 125 Plan for health and dependent care expenses.
    DEFERRED COMPENSATION: Voluntary 457 plan with Fidelity Investments to increase your retirement savings.
    VACATION LEAVE: Accrue 8 - 14.66 hours per month based on years of service.
    SICK LEAVE: Eight (8) hours per month, available after 90 days
    SUPPLEMENTAL SICK- 40 hours per fiscal year. 80 hours lifetime maximum
    HOLIDAYS: Ten (10) City-observed annual holidays plus birthday and two (2) personal days.
    SHORT TERM DISABILITY: Provided through California SDI program.
    BILINGUAL PREMIUM: PAY: $100 per month
    HEALTH REIMBURSEMENT ARRANGEMENT: Eligible retirees can use remaining Sick Leave balance at 80% of hourly rate and other leave balances, if applicable, to reimburse medical insurance and qualified medical expenses, tax free.
    RETIREMENT: City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other CA public agencies. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
    DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits include ownership of accumulated funds, compound interest earnings, and alternative distribution options.

    The Requirements

    Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination.

    Experience:
    Two (2) years of experience equivalent to that of a Programmer/Analyst III, Computer Systems Specialist III, or Network Systems Specialist with the City of Fresno.

    OR

    Experience:
    Five (5) years of experience which included the preparation and analysis of business applications, Internet, project management, web design, or GIS programming.

    AND

    Education:
    Graduation from an accredited college or university with a Bachelor's degree with major course work in computer applications and systems, decision science, information management, industrial technology, geography, planning, civil engineering or related field. APPLICANTS MUST ATTACH A COPY OF THEIR BACHELOR'S DEGREE AND TRANSCRIPTS FOR VERIFICATION OF REQUIRED COURSEWORK.

    Eligibles certified for consideration for this position will be required to successfully pass a Department interview and a Department of Justice fingerprint process prior to employment with the City of Fresno.

    This position requires possession of a valid driver's license. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.

    Eligibles certified for consideration to the Police Department must successfully pass an extensive background investigation which may include a Computer Voice Stress Analyzer (CVSA) and/or polygraph test, and a department interview prior to employment.

    Selection Process

    The selection process will consist of the following:

    APPLICATION REVIEW - Qualifying Only: Applications which meet the minimum qualifications will be reviewed and a limited number of the most qualified candidates will be invited to the oral examination. Selection of the most qualified candidates will be based upon those applications demonstrating the greatest breadth and depth of applicable education, experience, skills and training. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for a proper evaluation.

    ORAL EXAMINATION - 100%: A panel of subject matter experts will conduct a job-related oral examination to evaluate each candidate's knowledge of principles and methods used to develop GIS, Internet and/or business systems applications; ability to analyze and evaluate problems and make recommendations; train and provide lead direction and establish effective working relationships; or other topics related to a candidate's training, experience and qualifications for the position of Programmer Analyst IV. Candidates must achieve a passing score to qualify for the eligible list.

    The oral exam is tentatively scheduled for the week of: July 21, 2025.

    Veteran Preference Regulations

    Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested. Qualified veterans who pass the examination will have five (5) points added to their final score.
