ENGINEERING SERVICES DIRECTOR-CITY ENGINEERDepartment: Engineering ServicesFLSA Status: ExemptPersonnel Status: Unclassified JOB SUMMARY This position is responsible for planning, organizing, and directing the operations and activities of the Engineering Services Department. This position reports to the Development Services Executive Director.
ESSENTIAL JOB FUNCTIONS - Plans, organizes, directs, supervises, and coordinates the operations of the City’s Engineering Services Department.
- Provides effective, professional leadership, positioning the Engineering Services Department to meet the community’s current and future engineering needs through appropriate technologies and services.
- Plans, organizes, and directs the design and construction of transportation and drainage infrastructure and engineering programs, projects, and activities.
- Manages department work, project, and personnel activities of the Engineering Services Department.
- Directs the strategic planning, policy development and data collection and reporting activities of the department.
- Coordinates annual work program activities with the Development Services Executive Director and other City departments including but not limited to the Public Works Department, Environmental Services Department, Water Resource Management Department and Planning Department.
- Oversees the preparation and monitors the activities of the operational, transportation infrastructure capital improvement and transportation equipment budgets of the department.
- Directs the development of plans, specifications and other working papers relating to proposed transportation and certain storm water infrastructure improvement projects.
- Develops and delivers reports and presentations to the City Council and public groups concerning policies, projects, and regulatory compliance issues.
- Explains specifications, negotiate contracts, and monitor the activities of contractors, developers, engineers, and consultants involved in the department’s engineering and transportation infrastructure projects.
- Reviews and analyzes methods, equipment used, and performance to find ways of increasing effectiveness, improving results, or effecting economies in engineering and construction activities.
- Develops and prepares, in cooperation with the Development Services Executive Director and other City departments as appropriate, City policy and ordinance revisions relating to engineering activities for Council consideration.
- Inspects projects and problematic situations to determine what work is needed and how it best may be accomplished.
- Responds to emergency situations and coordinates with the Public Safety Executive Director, the City Manager and department directors to respond to weather related and other natural and man-made disasters as requested.
- Directs record keeping and supervises the preparation of necessary reports.
- Researches and responds to public inquiries concerning department activities and policies.
- Coordinates department response to development issues and their impact on existing public infrastructure and determines infrastructure improvements necessary to accommodate new development.
- Serves as department spokesperson and coordinates with the Director of Communications and the Director of City Relations to communicate information to the public.
- Provides expert testimony in connection with legal actions involving City business and engineering operations.
- Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
- Keeps immediate supervisor and designated others thoroughly informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
- Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices, and new developments in assigned work areas.
- Responds to citizens’ questions and comments in a courteous and timely manner.
- Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
- Oversees flood plain coordination by serving as or designating staff to be the flood plain coordinator for the City and coordinate with ADECA Department of Water Resources as appropriate.
- Oversees bridge inspection and certification for City infrastructure by serving as or designating staff to perform bridge inspections for the City and coordinate with ALDOT concerning condition of City bridges.
- Performs other related duties as assigned.

QUALIFICATIONS Education and Experience: Master’s degree in Civil Engineering or closely related field or equivalent; five (5) to eight (8) years’ experience; or an equivalent combination of education and experience.
Special Qualifications: - Possession of or ability to readily obtain certification as a Professional Engineer in the State of Alabama within 90 days of employment.
- Possession of or ability to readily obtain a valid driver’s license for the type of vehicle or equipment operated. Requirement exists at the time of hire and as a condition of continued employment.
- Establish residence within the corporate boundaries of the City of Auburn within 6 months of employment, and thereafter to maintain residence within the corporate boundaries of the City of Auburn.
Knowledge, Skills, and Abilities: - Knowledge of the principles and practices of engineering program management, including strategic planning, budgeting, and personnel administration.
- Knowledge of City and departmental policies and procedures.
- Knowledge of civil engineering principles and practices.
- Knowledge of the design and construction of public infrastructure.
- Knowledge of engineering principles and practices including stormwater management, roadway construction, intersection improvements and similar public infrastructure.

PHYSICAL DEMANDS The work is light work, which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. The employee uses tools or equipment requiring a high degree of dexterity, utilizes the sense of smell, and distinguishes between shades of color.
WORK ENVIRONMENT The work is typically performed in an office and in various outdoor environments, occasionally in cold, hot, or inclement weather.
