    THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

    Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by the last day of filing. A regular appointment does NOT include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

    DESCRIPTION

    THE AGENCY

    Treasurer-Tax Collector Department's mission is to provide County departments and all other depositing agencies with secured and convenient countywide central banking facility and countywide central banking facility and countywide treasurer administration services, including the investment of monies on deposit with Treasurer in the Treasurer's Investment Pool, provide real estate and personal property tax billing and collecting services, provide business licensing services in the unincorporated areas of the County, and provide in-house administration of the County's deferred compensation plan programs for eligible employees.

    THE POSITION

    Under general direction, plans, coordinates, assigns, evaluates, and supervises the work and operations of the cashiering unit, managing the receipting, processing, accounting, and reconciliation of the countywide Treasurer’s deposits and property tax payments. This position is responsible for assisting with the remittance processing, vault operations, and performs other related work as required.

    The Fiscal and Cashiering Supervisor classification is located in the Treasury Division of the Alameda County Treasurer-Tax Collector and reports to the Treasurer-Tax Collector Accounting and Operations Manager. The incumbent serves as a first-line supervisor of Accounting Specialists and/or cashiering support staff and has subject matter knowledge in the areas of remittance processing and vault operations. This classification is distinguished from the Treasurer-Tax Collector Accounting and Operations Manager classification in that the latter has overall responsibilities of the cashiering unit, remittance processing, and vault operations.

    MINIMUM QUALIFICATIONS

    TO BE ELIGIBLE FOR THE COMPETITIVE ASSESSMENT PROCESS, YOU MUST MEET THE MINIMUM QUALIFICATIONS BY SATISFYING ONE OF THE CRITERIA OUTLINED IN THE PATTERNS BELOW (I-III).

    EITHER I

    Experience : The equivalent of one (1) year of full-time experience in the classification of Accountant in the County of Alameda classified service.

    OR II

    Experience : The equivalent of three (3) years of full-time experience in the classification of Accounting Specialist II in the County of Alameda classified service.

    OR III

    Experience : The equivalent of five (5) years of full-time increasing responsibility in cashiering operations, including handling large amounts of cash, client facing experience, reconciliations of accounts and managing an enterprise level application for cashiering systems, including one (1) year of supervisory experience.

    Substitution : Possession of a bachelor’s degree in accounting or a closely related field may be substituted for two (2) years of the required experience.

    NOTE : The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

    KNOWLEDGE AND SKILLS

    The most suitably qualified candidates will possess the following competencies:

    Knowledge of :

    • Modern office organizations, methods, practices, and procedures.
    • Basic accounting procedures and methods of recording receipts and deposits and balancing them.
    • Mathematical problem solving, including but not limited to volume receipt of cash and checks, returned checks from banks, balancing cashiers, and solving any cash differences.
    • MS Office and relevant applications/systems related to the work performed.
    • California Revenue and Taxing Code as applied to the functions of the Treasurer-Tax Collector.
    • Principles of personnel management.

    Ability to :

    • Understand, interpret, and apply laws, rules, regulations, and written directions to varied work situations.
    • Analyze and problem solve.
    • Exercise sound judgment.
    • Organize and direct the work of others.
    • Establish and maintain cooperative relationships with others.
    • Maintain records of large amounts of cash and accounting for receipts and disbursements.
    • Communicate effectively orally and in writing.


    EXAMINATION COMPONENTS

    THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

    A review of applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. A pre-recorded virtual oral examination which will be weighted as 100% of the candidates' final examination score. The oral examination may contain situational exercises.

    Candidates must attain a qualifying rating on each portion of this recruitment.

    Alameda County, California, was established in 1853. The County was created from the territory of two counties created in 1850: Contra Costa and Santa Clara. It was given the local name for the region, Alameda, which translated loosely as "a grove of poplars."
