    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION

    Under the direction of the Field Operations Branch Manager and working with Construction Project Manager's, the General Construction Inspector (CI) performs highly complex (senior-level) engineering work, including, responsible for the inspection of assigned Statewide Capital Construction and Minor Repair projects to ensure compliance with plans, specifications, design, and applicable codes [i.e., National Electric Code (NEC), International Code Council (ICC), National Fire Protection Association (NFPA) 1 Fire Codes, Texas Accessibility Standards (TAS), Americans with Disabilities Act (ADA) Standards, Texas Department of Transportation (TxDOT) standards, American Society for Testing and Materials (ASTM), American Concrete Institute (ACI), Life Safety Codes, and others]. This position is responsible for reviewing plans and specifications for errors, potential problem areas, and code violations throughout the lifecycle of the project. The CI is responsible for producing inspection reports in a timely manner that provide accuracy, brevity, objectivity, clear description of work and/or violations occurring, and completeness. This position makes reasonable decisions in following the intent of the code's technical provisions. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


    Qualifications:

    MINIMUM QUALIFICATIONS

    Education:

    Graduation from High School or GED.

    Experience:

    Must possess at least one of the following types of experience:

    o Five years experience as a Superintendent or Inspector of multi-disciplinary projects;

    o Five years experience in construction inspections with ICC certifications.

    Licensure:

    Must possess or be able to obtain, within 30 days of employment, a class "C" Texas driver's license;

    Must possess one of the following International Code Council (ICC) Professional Inspector Certifications at time of hire in any of the following areas:

    o Commercial or Residential Building Inspector,

    o Commercial or Residential Electrical Inspector,

    o Commercial or Residential Plumbing Inspector,

    o Commercial or Residential Mechanical Inspector,

    o Certified Building Official,

    o Certified Building Plans Examiner,

    o State Board of Texas Plumbing Inspector License,

    o State Board of Texas Master Plumber, or

    o State of Texas Master Electrical License.

    NOTE: Retention of position contingent upon obtaining and maintaining required licenses.

    ACCEPTABLE SUBSTITUTIONS

    Experience:

    Graduation from an accredited college or university with a Bachelor of Science degree in Civil Engineering, Construction Engineering, Electrical Engineering, or Architecture Engineering may substitute for the required five years experience as a Superintendent or Inspector of multi-disciplinary projects.

    PREFERRED QUALIFICATIONS

    Education:

    Graduation from an accredited college or university with a Bachelor of Science degree in Civil Engineering, Construction Engineering, Electrical Engineering, or Architecture Engineering.

    Experience:

    Seven years experience in construction inspections with ICC certifications.

    Licensure:

    Possession of one of the following at time of hire: ICC Code Certification, State of Texas Master Plumber License, State Board of Texas Plumbing Inspector License, State of Texas Master Electrical License, Certified Building Plans Examiner, or Building Official.

    KNOWLEDGE, SKILLS AND ABILITIES

    Knowledge of construction techniques and materials;

    Knowledge of construction safety laws and requirements;

    Knowledge of state and federal laws and regulations relevant to construction practices;

    Knowledge of International Building Codes, International Plumbing Code, International Mechanical Code, National Electrical Code, Texas Accessibility Code, Americans with Disabilities Act (ADA) Standards, Texas Department of Transportation (TxDOT) standards, American Society for Testing and Materials (ASTM), American Concrete Institute (ACI), Life Safety Codes, and others;

    Knowledge of electrical, mechanical, plumbing, and water/wastewater systems;

    Knowledge and skills needed to review project plans and specifications;

    Knowledge and skills needed to perform required project inspections;

    Knowledge of engineering and data analysis techniques, principles, and theories;

    Knowledge of equipment design and development;

    Knowledge of computer-assisted troubleshooting procedures and techniques;

    Skill in using Microsoft Office, Excel software applications, Blu Beam, and e-Builder;

    Skill in effective verbal and written communication;

    Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;

    Skill in making independent, sound, and timely decisions;

    Skill in critical thinking;

    Skill in problem solving;

    Skill in the use of a computer and computer-aided design equipment;

    Skill in the use and maintenance of scientific instruments;

    Ability to read and interpret construction plans, specifications, and applicable codes;

    Ability to provide guidance and technical consultation to less tenured Engineering Specialists;

    Ability to anticipate potential problem areas in order to minimize the impact to construction schedules and/or to minimize additional cost to the department;

    Ability to train less tenured Engineering Specialists;

    Ability to apply engineering concepts to assigned projects;

    Ability to apply engineering concepts;

    Ability to organize and analyze data;

    Ability to plan and coordinate programs, activities, construction or fabrication work, and projects;

    Ability to prepare designs and specifications;

    Ability to evaluate, design, and program computer hardware and software;

    Ability to serve as a lead worker providing direction to others;

    Ability to perform manual labor, including lifting supplies and materials up to 50 lbs.;

    Ability to conduct work activities in accordance with TPWD safety program.

    WORKING CONDITIONS

    Required to work from 8:00 to 5:00 p.m., Monday through Friday;

    Required to work hours other than 8:00 a.m. to 5:00 p.m., as necessary;

    Required to work overtime, as necessary;

    Must conform to TPWD dress and grooming standards, work rules, and safety procedures;

    Required to travel 50% with possible overnight stays;

    Required to operate a State vehicle;

    Non-smoking environment in State buildings and vehicles.
