    THE POSITION

    To perform office work in the collection of payments for accounts receivable and various taxes; to maintain related accounting records and files; to prepare various related reports; and to represent the City in court in connection with these activities.

    DISTINGUISHING CHARACTERISTICS
    The job of Claims Collector differs from that of Senior Claims Collector in that the Claims Collector position has no responsibility for lead supervision.

    SUPERVISION RECEIVED AND EXERCISED
    General supervision is provided by the Senior Claims Collector.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Depending upon assignment, duties may include, but are not limited to, the following:
    • Prepare statements to individuals and businesses owing monies to the City and maintain records for follow-up collections.
    • Prepare a wide variety of form letters and notices relative to the collection of delinquent accounts and maintain payment records of such accounts and make follow-up contacts on accounts where persons fail to carry out agreed-to commitments.
    • Review and inspect a wide variety of sources, documents, and records to obtain evidence and information necessary to locate persons owing monies to the City.
    • Interview individuals to determine available resources and assets to pay financial obligations owed to the City.
    • Set up extended payment agreements with individuals based on ability to pay.
    • Prepare forms and information relative to Small Claims Court and maintains records of actions.
    • File suit in Small Claims Court and represent the City as Plaintiff in the collection of accounts receivable, and various taxes.
    • Follow-up Small Claims Court actions by using other appropriate legal actions or by contacting insurance companies, agencies, or individuals in the pursuit of collection obligations.
    • Prepare various reports on the status of accounts receivable such as a monthly summary of all monies received, delinquent, and the age of overdue accounts.
    • Research and answer questions regarding the status of accounts and payments from the public and City departments.
    • Provide information to the public on the payment of taxes and accounts, and prepare correspondence or reports in order to respond to inquiries.
    • Assist in recommending accounts to be written off.
    • Conduct field investigations in the collection of monies.
    • Perform related duties as assigned.


    QUALIFICATIONS

    EXPERIENCE AND EDUCATION

    Experience:
    Two years of experience performing customer service or related work.

    Education:
    High school diploma or G.E.D. equivalent.

    License or Certificate
    Possession of a valid California Class C Driver License at the time of appointment. Individuals who do not meet this requirement due to the physical disability will be reviewed on a case-by-case basis.

    Knowledge of:
    • Fair Debt Collections Practices Act
    • Modern office practices, procedures, and equipment.
    • English usage, spelling, grammar, and punctuation.
    • Principles and practices of financial record keeping.
    • Municipal accounting system requirements and procedures.

    Ability to:
    • Operate a computer, including computer applications and software.
    • Operate a calculator, and other common office machines.
    • Keep financial and statistical records.
    • Make arithmetical computations.
    • Work independently in the absence of supervision.
    • Collect monies owed to the City utilizing discretion, tact, and judgment and follow-up with appropriate office procedures or legal actions.
    • Communicate clearly and precisely, orally and in writing.
    • Learn collection procedures.
    • Interview effectively to obtain financial information.
    • Testify in court.
    • Learn to analyze and evaluate financial information.
    • Learn Municipal Court operations and procedures.
    • Maintain cooperative working relationships and deal effectively and courteously with City employees and the general public.


    PROBATIONARY PERIOD:

    Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.

    2. Training and Experience Exam : (Weighted 100%) - The questions located at the end of the application are the Training and Experience (T&E) Exam. Responses to the T&E questions will be rated and scored. This exam will evaluate the relevance, level, and progression of a candidate's education, training and experience. The exam score will determine your ranking on the eligible list for this job. When completing the T&E questions, please note:

    • Responses to the T&E questions must be submitted online; paper questionnaires will not be accepted.


    • A resume will not substitute for the information required in the T&E questions.


    3. Eligibility : Candidates who pass the Training and Experience Test will be placed on the eligible list. The hiring department may contact candidates for interview at any time during the life of the one-year list. Candidate’s eligibility expires one year from the date of notification of a passing score for the Claims Collector examination.

    4. Screening Committee : (Pass/Fail)- All candidates that pass the examination and are in one of the top three ranks will have their application forwarded to the hiring department for review. The hiring department will select the most competitive applications for further consideration. Human Resources will only evaluate employment applications for the minimum qualifications, as stated on the job announcement, for applications selected by the hiring department.

    5. Conditional Hire: Upon receipt of a conditional offer, the selected candidate must complete and pass Live Scan/fingerprinting. If applicable, candidates may also need to pass a pre-employment medical exam, controlled substance and/or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department. Failure to meet these prerequisites will be grounds for withdrawal of your conditional offer of employment.

    The City of Sacramento, Sacramento County, California, was founded in 1849, and is the oldest incorporated city in California. In 1920, Sacramento City voters adopted a City Charter (municipal constitution) and a City Council-City Manager form of government, which are still used today.

    The City Council consists of a Mayor elected by all City voters, and Councilmembers elected to represent the eight separate Council districts in the City. Each district is a separate geographical area with a population of about 51,000 residents. Each Councilmember must be a registered voter and live in the district they represent. Councilmembers serve on several working committees, such as Law and Legislation, and Personnel and Public Employees. In 2002, City voters amended the City Charter and established a Compensation Commission to set the compensation for the Mayor, Council members and public members of City boards and commissions. This Charter Amendment also established the Mayor's position as a full-time job.

    The City also has a Legislative Affairs Unit; it's primary purpose is to advocate, coordinate and advance the City's legislative agenda to enhance the City's ability to govern and provide essential municipal and community services.
