    POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

    The Graphic Designer is a professional level position responsible for designing a wide variety of print and digital materials. The position requires the ability to manage a large volume of projects simultaneously; find creative solutions to design challenges; develop and maintain positive interpersonal relationships with internal clients; help manage brand standards and consistency across department divisions; and keep abreast of trends and best practices within the graphic design industry.

    The Senior Graphic Designer is responsible for establishing and implementing citywide brand standards and design guidelines, designing a wide variety of print and web-based communication materials, and providing oversight and guidance to internal graphic design staff and external contractors to ensure brand consistency and appropriate design aesthetic. The position requires the ability to manage a large volume of projects simultaneously; find creative solutions to design challenges; develop and maintain positive interpersonal relationships with internal clients; help manage brand standards and consistency across city departments; and keep abreast of trends and best practices within the graphic design industry.

The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

    Essential Job Functions, Duties, Responsibilities and Tasks
    Graphic Designer:
    Designs digital and print materials of varying complexity in support of the city’s programs and initiativesEffectively manages acquisition and organization of digital assets library (i.e. stock art, typefaces)Assigns and manages work executed by external graphic designers when neededMaintains and enforces professional design standards and brand consistency across all departmentsFlexibility in changing priorities of design needs and real-time development of materials when asked of the City Manager and City CouncilSupports the larger communications division by sharing the responsibility of a rotating weekend on-call schedule and the ability to handle minor tasks such as updating text on the City website, posting to social media, etc.Manages print material process including relationships with city admins, mail/print houses, and USPS to ensure product deliveryMaintains regular and punctual attendance Senior Graphic Designer:

    Maintains graphic design portion of budget including accounting/purchasing records Incumbent is accountable for all duties of this job and other projects and responsibilities may be added at the City’s discretion.

    POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

    Education, Experience, Skills, Formal Training, Licenses and Certifications
    Required :
    • Expert knowledge of desktop publishing/creative design software, including Adobe InDesign, Adobe Photoshop, Adobe After Effects, and Adobe Illustrator
    • Proficiency with performing complex digital color correction and photo editing
    • Professional experience in booklet design (i.e. documents exceeding 40 pages in length)
    • Four (4) years of professional graphic design experience in a high-production environment
    • Bachelor’s Degree or higher in graphic design from an accredited college or university
    Preferred for Senior Graphic Designer :
    • Ability to lead projects independently across division with minimal supervision
    • Photography and videography skills
    • Experience in editorial and magazine layout
    • Experience working in a local government setting
    • Experience in proofing content and design of materials
    Any equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.
    Physical Requirements
    Work is sedentary in nature and requires sufficient physical stamina and strength for:
    • Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing sometimes for extended periods
    • Frequent squatting, reaching above shoulder and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing and reaching below shoulder to store documents, material and supplies
    • Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
    • Frequent lifting, carrying, push/pulling of up to ten (10) pounds to move material and supplies; occasional lifting, pushing/pulling of up to 25 pounds with dollies and carts

    WORKING CONDITIONS
    Work is constantly performed indoors. This is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and high stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies. Work setting is hybrid. Some evening work will be required to support City events.
    Required Materials and Equipment
    Operates general office equipment including personal computers, telephones, copy machines, printers, digital cameras/video recorders, and associated graphics/video software systems.

    Benefit Package

    The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.

    401(a) Contribution Rates:
    Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
    Employer Contribution: 12% of your base pay.

    Employer Contribution Vesting Schedule
    • Less than 3 years - 0%
    • 3 to 4 years - 60%
    • 4 to 5 years - 80%
    • Over 5 years - 100%
    • For employees age 55 and older, the employer contributions are 100% vested
