    Job Location: This position will be located at 205 Jefferson St., Jefferson City, MO 65101.

    This position was established to develop and govern Department-wide data and information strategy in cooperation with the Commissioner of Education, Deputy Commissioners, and the Assistant Commissioners of all offices in the Missouri Department of Elementary & Secondary Education.

    • Strategic leader, ensuring that data is a valuable asset that drives decision-making, while also being protected and governed effectively.
    • Lead a data management team to develop, implement, and maintain an efficient and effective integrated data platform for the Department.
    • Develop and execute a comprehensive data strategy, including data collection, storage, and usage, ensuring it aligns with DESE’s Strategic Plan. Coordinate with IT to ensure data pipeline management aligns.
    • Improve the Department’s data through the development of structure, policies, procedures, and standards for the collection, storage, protection, and appropriate uses.
    • Oversee the Department’s data governance initiatives and ensure compliance with FERPA across the organization. Facilitate the transfer of awareness and knowledge about data to staff within the Department.
    • Develop and implement a process for granting appropriate access to Department data and serve as the final checkpoint before access to data is granted.
    • Meet state and federal reporting requirements and timelines.
    • Provide leadership in the development, coordination, implementation, and maintenance of the Department’s data systems.
    • Review data collected by offices in the Department to ensure conformity with the statutes, regulations, and guidelines.
    • Maintain working relationships with the federal government, state agencies and departments, school districts and charter schools, and educational organizations.
    • Oversee the Missouri Comprehensive Data System data portal system.
    • Supervise the development and implementation of Department rules and regulations affecting the ODSM as provided in Chapter 536, RSMo.
    • Perform other duties as assigned by the Commissioner or Deputy Commissioners of the Department and the State Board of Education.
    • Demonstrate regular, reliable, and engaged attendance.


    Minimum Qualifications:

    • Four of more years of post-secondary education in the field of information technology management, computer science, or closely related field and evidence of strong supervisory and verbal communication skills.


    OR

    • Four or more years of progressive experience in information technology management, computer science or closely related field with evidence of strong supervisory and verbal communication, and related data management skills within a school district, charter schools, or state agency.
