    San Joaquin County is seeking a strategic, results-driven professional to serve as the Deputy Director of Behavioral Health Services – Administrative. This at-will, executive-level position plays a pivotal leadership role within the Behavioral Health Services Department and reports directly to the Senior Deputy Director of Behavioral Health Services. This position will oversee the BHS Housing Team, which is responsible for Transitional Housing programs, apartment programming/operations, Mental Health Block Grant contracts, and Member Employment Services. The successful candidate will also collaborate across departments and with community partners to support initiatives that improve access to safe and stable housing—a critical component of behavioral health and overall well-being. This role is exempt from the San Joaquin County Civil Service System.

    Typical Duties

    Responsibilities and duties assigned to this position may expand beyond those identified below.

    • Builds and maintains relationships with collaborative partners such as the Housing Authority and Continuum of Care Committee.
    • Plans, develops, manages, and coordinates housing resources for qualified BHS members.
    • Contract management, annual planning, development of Request for Proposals and program implementation
    • Directs administrative operations to maximize efficiency, improve service levels, reduce costs, and ensure effective utilization of available resources
    • Provides strategic leadership through communication, demonstration, and accomplishment of the organizational mission, vision, and values.
    • Through subordinate managers and supervisors, oversees and directs a multi-disciplinary staff engaged in administrative and support services; monitors staff work activities and responsibilities
    • Direct personnel matters, including employee selection, assignment, evaluation, and staff development training
    • Reviews proposals for behavioral/mental health services submitted by community agencies and individuals
    • May write proposals to obtain state or federal funding
    • Negotiates with contract agencies for services
    • Monitors areas of assignment for compliance with local, state, and federal laws and regulations; attends state and county meetings and trainings.

    Desirable Qualifications

    Education: Possession of a master’s degree in business or public administration, social work, counseling, nursing, psychology, or closely related field. 

    Experience: Five years of managerial experience in a public health care agency or program, including at least two years managing behavioral health clinical program services and activities.

    Additional knowledge of Medi-Cal and Behavioral Health delivery system transformations, as well as experience implementing new mandates or programs, is highly preferred.

    REQUIRED QUALIFICATIONS

    License:  Possession of a valid California driver’s license.
