Program Specialist within the
Program Operations Unit located in

The
Department of Social Services partners with families and communities to protect children, rehabilitate youth and move families to self-sufficiency so that Missourians can lead safe, healthy and productive lives.
Why you’ll love this position: This is a senior-level professional position that works with both State Plan programs and 1915(c) Home and Community-Based Services (HCBS) waivers, to include the Personal Care program and the Adult Day Care, Aged and Disabled, Independent Living, and Structured Family Caregiving waivers. This position also serves as a liaison between the MO HealthNet Division (MHD) and the Department of Health and Senior Services (DHSS), providing administrative oversight to ensure compliance with waiver requirements.
- Develop, evaluate and monitor the operation of DHSS HCBS waivers, including review, approval and submission of waiver applications, renewals and amendments; collect and analyze data pertaining to waivers including designing tracking systems to ensure quality; coordinate and facilitate quarterly waiver quality meetings; conduct waiver record reviews; and report to the Centers for Medicare & Medicaid Services (CMS) regarding waiver performance measure compliance and cost neutrality.
- Ensure the MMIS system is updated with changes related to procedure codes and reimbursement rates for the unit’s waivers and programs, and prepare System Task Requests (STRs) and Program Task Requests (PTRs) as needed to ensure programmatic accuracy and adequacy of policy.
- Amend the State Plan and applicable state regulations as needed; write provider bulletins; create and maintain provider manuals to reflect current policy; and participate in stakeholder engagement committees and meetings.
- Maintain a thorough knowledge of MO HealthNet policies and procedures associated with assigned programs and waivers; maintain memorandums of understanding and interagency agreements; update MO HealthNet’s website regarding waivers and programs.
- Serve as primary contact for the DHSS state-funded Women's Health Services program; gather and provide data to DHSS; and process provider attestations to ensure the system PARM is properly maintained so providers' claims are paid or denied appropriately.
- Review and analyze federal and state regulations to ensure program compliance with CMS guidelines.
- Respond to complex surveys, and resolve various inquiries from providers, participants, fiscal agent, outside agencies, Legislators, the public, and others related to assigned programs and waivers.
Minimum Qualifications:Bachelor’s degree and 1-3 years of relevant experience. (Substitutions may be allowed.)
Preferred Qualifications:This position requires sound decision making skills and the ability to work in a highly independent manner.
