    The Position

    The City of Riverside, Innovation and Technology Department (IT) is accepting applications for the position of INNOVATION AND TECHNOLOGY OFFICER I - CLIENT SERVICES NON-CLASSIFIED* to fill one (1) vacancy in the Client Services Division. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to twuelve (12) months.

    The Innovation and Technology Department is seeking a highly motivated professional to lead and manage the City of Riverside’s Client Services division. This is an exciting opportunity to play a key role in shaping the City's technology procurement, deployment, maintenance, and customer service excellence efforts.     Under general supervision from the Innovation and Technology Officer I, Client Services will perform job duties as a working manager and exercise supervision over city staff and contract staff in assigned functional areas. T he Innovation and Technology Officer I is to plan, organize and direct information technology functions related to client services and to do related work as required.

    *This position is designated as Non-Classified and is exempt from the classified service. The Incumbent shall be appointed "at-will" and serve at the pleasure of the City Manager.

    Work Performed

    Typical duties may include, but are not limited to, the following:

    • Develop and implement project plans to accomplish work group objectives and assign work and monitor performance. Take action in the full range of formal personnel activities, and provide contract oversight in conjunction within the Innovation and Technology Department.
    • Prepare, negotiate and present budget and other funding proposals; monitor expenditures and operate within budget allocation.
    • Develop strategic plans and implement operational plans to provide information technology infrastructure to support the City's/Department's business goals; and oversee one or more of the following technical areas which may include both City staff and contract staff: client services, public safety, and GIS.

    When assigned to Client Services:
    • Plans, coordinates and supervises the customer service section to include the Help Desk and city-wide desktops, mobile devices, printers, etc.
    • Monitors and reports on performance indicators and service levels.


    Qualifications

    OPTION I:
    • Education: A Master's degree in computer science, information systems or public/business administration.

    • Experience: Two years of considerable, progressively responsible experience in technical or administrative or staff capacity with responsibility for planning, organizing, and implementing information system programs and projects.

    OPTION II:
    • Education: Bachelor's degree from an accredited college or university with major course work in computer science, information systems, electronics engineering, voice/data communications, public/business administration or a related field.

    • Experience: Three years of considerable, progressively responsible experience in technical or administrative or staff capacity with responsibility for planning, organizing and implementing information system programs and projects.

    OPTION III:
    • Education: Associate of Arts degree from an accredited college or university with major course work in computer science, information systems, electronics engineering voice/data communications, public/business administration or related field.

    • Experience: Five years of considerable, progressively responsible experience in technical or administrative or staff capacity with responsibility for planning, organizing and implementing information system programs and projects.

    OPTION IV:
    • Education: Equivalent of the completion of the twelfth grade.

    • Experience: Seven years of considerable, progressively responsible experience in technical or administrative or staff capacity with responsibility for planning, organizing and implementing information system programs and projects.

    Necessary Special Requirement:
    • Possession of an appropriate, valid class "C" California Motor Vehicle Operator's License.
    • When assigned to the Police Department, must be able to successfully pass an extensive police background

    Highly Desired Qualifications:
    • Enterprise-Level IT Experience: Minimum of five years managing IT client services in a fast-paced, complex, 24/7, multi-site environment. Responsibilities should include service delivery oversight, technology procurement, inventory and asset lifecycle management, strategic and financial planning, and a strong emphasis on delivering exceptional customer service.
    • Leadership and Team Development: Demonstrated success in supervising, mentoring, and developing a team of five or more IT support professionals within a high-demand service environment.
    • Professional Certifications: ITIL certification (or equivalent), reflecting expertise in IT service management principles. Project Management certification (such as PMP or CAPM) is highly desirable.
    • Public Sector and Public Safety Support: Experience providing IT services within government agencies, including direct support for departments with specialized security and operational requirements, such as police and fire.

    Benefit Level II includes Senior Management, Management and Professional classifications (Exempt)

    The City offers an attractive benefits package, the central provisions of which are as follows:
    • Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost. And is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Health Insurance - The City offers six health insurance plans and contributes up to $1,734 per month for HMO plans (family coverage).
    • Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
    • Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
    • Life Insurance - The City provides and pays for term life insurance with accidental death and dismemberment equal to two times the annual salary rounded to the next highest $1,000 (up to $700k) plus AD&D. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
    • Deferred Compensation - The City contributes $100 per month with a minimum employee contribution of $12.50 per check. Participation in the deferred compensation plan is optional.
    • Leave Benefits - Includes vacation leave, sick leave, bereavement leave, and holiday benefits. Please refer to the Fringe Benefits and Salary Plan for specific details.
    • Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
    • Long Term Disability - The City offers optional enrollment in the Long-Term Disability Plan.
    • LegalEase Plan - Optional legal services plan for employees and eligible dependents.
    • Critical Illness Plan - Optional critical illness insurance plan for employees and eligible dependents.
    • Vacation Accrual - 0-9 yrs. = 144 hrs., 10+ yrs. = 184 hrs.
    • Administrative Leave - 64 hrs per fiscal year.
