ESSENTIAL FUNCTIONS The purpose of the Solid Waste Management Department (SWMD) is to provide solid waste services to the citizens of Houston through the collection, disposal, recycling of discarded material in a manner that is safe, efficient, environmentally sound, and cost-effective. The selected candidate must be flexible and willing to work long hours for extended periods of time on scheduled workdays, weekends, holidays, and in response to disaster recovery efforts; t his position is considered an essential worker and frontline responder. This role will be the designated point of contact for daily communications with other divisions within the City of Houston (COH) Departments. The individual who assumes this role will effectively and efficiently manage and direct the activities of assigned crew members. Is responsible for coordinating and managing the activities of the supervisors within assigned sections of the division. Will assist the Deputy Assistant Director (D.A.D) in establishing the goals and objectives for the division. Oversees and manages the divisional supervisory team in their preparation and timely submission of required reports, as well as performs investigations and finds resolutions to complaints within the assigned sections. Monitors, manages, and controls divisional expenses to include but not limited to labor, overtime, allocation of appropriate waste volumes, contracted disposal sites, and excessive costs associated with equipment abuse. Understands the p rinciples and practices of work safety for working with material recovery facilities, landfills, and garbage as well as implementing and following emergency procedures. Must have the ability to strategically manage and assign crew members when and where needed and properly allocate the use of equipment based on operational needs as well as any other duties assigned.
Essential job duties and responsibilities for the
(Senior Superintendent) includes but are not limited to:
- Directs and manages Superintendents and Assistant Superintendents performing building and field maintenance and/or managing support services.
- Manages, hires, trains, and evaluates the performance of the crew.
- Manages the preparation of budgets, expenditure reports and revenue projections.
- Develops and implements (SWDM) operational policies and procedures.
- Recommends and drafts policy changes, letters of agreement, and contracts.
- Works with contractors and department managers on joint projects and conflict resolutions.
- Investigates and resolves complaints; evaluates efficiency and productivity of operations and services.
- Involved in the scheduling, supervising and evaluation of work as a manager or the equivalent over the Assistant Managers or first-line Supervisor.
- This position has significant levels of input as it pertains to personnel actions, such as hiring, terminations, and pay changes.
- Develops plans to resolve problems and manage the completion of assigned projects.
- Represents departments at meetings, external organizations, and agencies.
WORKING CONDITIONS The position is physically comfortable, the individual has discretion about walking, standing, etc. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. Requires the ability to make simple gross motor responses within large tolerances.
MINIMUM REQUIREMENTS EDUCATION REQUIREMENTS Requires a Bachelor's degree in Recreation, Business Administration, Construction Management or a closely related field.
EXPERIENCE REQUIREMENTS
(6) six years of progressively responsible professional and/or skilled experience closely related to the activities of the section are required.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis. LICENSE REQUIREMENTS PREFERENCES***Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6*** - Strong Microsoft office suite and Knonos experience plus.
- Waste management and the collection of garage experience preferred.
- Excellent customer service experience a plus.
- A valid Driver's License and compliance with the City of Houston's policy on driving (AP 2-2).

SALARY INFORMATION Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
