  • Job Description

    Applications will be reviewed by Tulare County Human Resources & Development. As extra help positions become available, County departments with the job openings select the most qualified and appropriate applicant for the position available. The number of hours and duration of employment varies by each assignment. Extra help employees may work in a variety of County departments in locations throughout the geographic county area.

    Extra help employees may not work more than 1,559 hours in any fiscal year from July to June. An extra help employee who mistakenly works in excess of 1,559 hours in a fiscal year does not become a probationary or regular employee. Applications will be active for six months. If you are hired for extra help and you complete a work assignment and then you if you wish to be employed again, you must resubmit an Extra Help application online.     Typical Duties

    • Prepare and deliver presentations to individuals, schools, and community groups on health topics such as child health and disability prevention, dental health, communicable disease, HIV/AIDS, family planning, nutrition, chronic disease prevention, obesity, and other Health Department services.
    • Assist in developing and reviewing health education/promotion exhibits, posters, displays, and materials for presentation at meetings, conferences, clinics, and public gatherings.
    • Research health information and prepare copies for bulletins, periodic reports, and educational materials
    • Assist in preparing news releases and special features on assigned health topics.
    • Assist in planning and participating in workshops, forums, and discussion groups to promote public health and health education programs .

    Minimum Qualifications

    Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

    Education:

    • Bachelor’s degree in public health, education, behavioral, life sciences, or related fields.


    Equivalencies for Education:
    • Minimum of 30 units of college coursework, including at least nine (9) units in a science major, such as social science, health science, environmental science, life science, or closely related field.

    Experience:
    • Direct program experience working with public health, behavioral health, or health programs may be substituted for the educational requirement on a ratio of one (1) year of direct experience for one (1) year of college education, up to three (3) years.
    • Additional units in a science major may be substituted for the direct program experience on a ratio of nine (9) units for one (1) year of direct program experience.

    Knowledge of:
    • Concepts of public health education and services.
    • Education needs of the community.
    • HIPAA rules and regulations.

    Skill/Ability to:
    • Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles, attitudes, and behaviors of both clients and co-workers.
    • Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
    • Present ideas accurately, concisely, and effectively both orally and in writing.
    • Prepare and deliver effective presentations before community groups.
    • Write clear, concise, and technically accurate reports and letters to convey information using correct grammar, punctuation, and spelling.
    • Proofread and edit reports and letters.
    • Establish priorities, plan, and organize work schedules effectively.
    • Interpret and explain programs to groups and individuals.
    • Establish and maintain effective working relationships with a wide variety of agencies, organizations, and individuals.
    • Read, understand, analyze and recall program regulations.
    • Remain flexible to changes in workload and work schedules.
    • Communicate clearly and concisely, verbally, and in writing.
    • Perform simple or complex tasks quickly.
    • Work independently and in a team-oriented environment.
    • Work with various activities and multiple projects simultaneously in a fast-paced environment.

    DESIRABLE EMPLOYMENT STANDARDS

    Skill/Ability to:

    • Speak, read, and write in a designated second language in addition to English


    Experience:

    • Two (2) years of experience in public health education.

    Conditions of Employment

    Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.
