    Description

    THE POSITION: The incumbent will be responsible for coordinating trauma care management across the continuum of care, ensuring adherence to clinical protocols, and serving as a resource for clinical practice within the facility. They will plan and implement staff development programs, monitor clinical outcomes, and lead performance improvement initiatives through data analysis and case reviews.

    Additionally, the incumbent manages the operational and administrative functions of the trauma program, supervises the trauma registry, and acts as a liaison among trauma staff, hospital administration, Emergency Medical Services, and community partners. The position also supports regional trauma system development and represents the program on hospital committees and community boards to promote optimal trauma care delivery.

    Distinguishing Characteristics: This class differs from the Hospital Nurse Manager I in that the latter is assigned to oversee a smaller unit and/or smaller number of FTEs or reports to a Hospital Nurse Manager II in a larger unit or group of units.

    This class differs from the Chief Nursing Executive and Associate Chief Nursing Executive in that the latter has ultimate and total responsibility for supervising all Hospital Nurse Managers that are responsible for quality nursing care in their respective nursing care areas.
    PAYROLL TITLE
    Hospital Nurse Manager II

    CERTIFICATION PAY: Incumbents in this classification are eligible for certification pay at a rate of $0.813 per hour based on the scheduled work week hours and not to exceed the scheduled work week hours for each qualified certification possessed up to a maximum of five (5) certifications.

    EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's , or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

    DEPARTMENT/AGENCY: Health Care Agency - Ventura County Medical Center

    Hospital Nurse Manager is a Management/Confidential classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB3 level.

    The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only. There is one (1) Regular, full-time vacancy.

    Examples Of Duties

    Duties may include but are not limited to the following:
    • Coordinates trauma care management across the continuum of care by planning and implementing clinical protocols and practice guidelines, monitoring patient care in the hospital, and serving as a clinical resource. Oversees the "Screening, Brief Intervention and Referral to Treatment" (SBIRT) program in collaboration with the Social Services Manager to address behavioral health needs.
    • Provides staff development and education within the facility and the wider region, participate in case reviews, standardize clinical practices, and lead community trauma prevention programs to promote awareness and safety.
    • Monitors clinical outcomes and system-wide issues related to quality of care delivery. Develops and implements quality filters, audits, and case reviews to identify trends, sentinel events, and areas for improvement, while ensuring confidentiality and assisting in outlining remedial actions.
    • Manages operational, personnel, and financial aspects of the trauma program, acting as a liaison between trauma staff and hospital administration. Represents the trauma program on hospital committees and community boards to support optimal trauma care provision and management.
    • Supervises the trauma registry by collecting, coding, scoring, and validating data. Designs and maintains the registry to facilitate performance improvement, generate trend reports, and support research efforts, while maintaining strict confidentiality.
    • Acts as a consultant and liaison to stabilize and coordinate the complex network of multidisciplinary teams involved in trauma care. Serves as an internal resource for staff across departments and as an extended liaison to Emergency Medical Services, community partners, and national organizations as appropriate.
    • Participates in the development and enhancement of trauma care systems at the community and regional levels to ensure comprehensive and effective trauma services.
    • Performs related duties as required.


    Typical Qualifications

    EDUCATION, TRAINING AND EXPERIENCE
    Any combination of education, training, and experience equivalent to:
    • A bachelor's degree in nursing from an accredited college or university and
    • A minimum of four (4) years of increasingly responsible clinical or administrative nursing work in an acute care hospital setting, which includes
      • At least 3 years of trauma care experience and
      • 3 years of supervisory experience which includes writing performance evaluations

    NECESSARY SPECIAL REQUIREMENTS:
    • Must possess and maintain a valid license as a Registered Nurse issued by the State of California Board of Registered Nurses.
    • Must possess a current BCLS certification
    • Must be willing and able to complete fifteen (15) hours of trauma-related continuing education per year.

    Knowledge, Skills, and Abilities:
    Thorough knowledge of:
    • Trauma care management and clinical protocols across the continuum of care.
    • SBIRT programs and integration of behavioral health services.
    • Quality improvement processes, clinical outcome monitoring, and confidentiality standards.
    • Trauma registry data management, including collection, coding, and validation.
    • Hospital operations, personnel management, and financial oversight related to trauma programs.

    Skilled in:
    • Strong leadership and communication to coordinate multidisciplinary teams and serve as a liaison between staff, administration, EMS, and community partners.
    • Staff education, case review facilitation, and standardizing clinical practices.

    Working ability to:
    • Plan, implement, and evaluate clinical protocols and quality improvement initiatives.
    • Analyze clinical data to identify trends, sentinel events, and necessary remedial actions while maintaining confidentiality.
    • Manage operational, personnel, and financial aspects of a trauma program effectively.
    • Stabilize and coordinate complex networks of healthcare professionals to ensure quality trauma care.
    • Represent the trauma program credibly in hospital committees, community boards, and regional trauma system initiatives.

    TRAINING & EXPERIENCE EVALUATION:
    A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

    ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence.
