*Subject to change DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The Division Manager will direct the management, coordination, implementation, administration and operation of various systems, plans and projects for Billing and Drainage and ensure the accurate and on time billing of the City’s approx. 500k customer accounts.
RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:
Oversight of the effective execution of customer billing and drainage operations, contract water, and other processes while ensuring compliance with applicable policies, procedures, and regulatory requirements.
Develops processes and/or operational improvements to enhance efficiency and effectiveness of billing and customer operations.
Ensures resolution of elevated customer issues and responsiveness to the needs of the public, Administration, City Council, and Executive Management in a timely and professional manner.
Manages personnel, develop strategic goals, define objectives, and provide development, coaching, training and evaluation of performance.
Research, review, and analyze new data, reports, products, and other information to ensure department policies and procedures are current.
Other duties may be assigned.
WORKING CONDITIONS A portion of these duties will involve the ability to be detailed, speak and write effectively; otherwise, regular office atmosphere with occasional periods of stooping, bending, and lifting up 20 pounds.
This is a Houston Public Works Emergency management position at the Tier II level. MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.
EXPERIENCE REQUIREMENTS Seven years of progressively professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.

PREFERENCESPreference will be given to candidates who display well developed analytical, critical thinking and problem-solving skills with a customer focus. Ideal candidate will possess an understanding of utility billing and meter operations. Preferred candidate will also have a background in process improvement and project management.
