DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The mission of Houston Public Works (HPW) is to provide water and treat wastewater, provide streets and drain storm water, enforce the City's building and development codes; all in an effective, efficient and responsible manner to serve our customers.
Under the leadership of the Assistant Director of the Capital Budget Section the Senior Staff Analyst will serve as a project scheduler for Houston Public Works' Capital Improvement Program (CIP) within Financial Management Services - Capital Projects. The Senior Staff Analyst will assist with meeting the goal of improving utilization of funding capacity through optimizing the allocation of funding resources for projects.
The ideal candidate is organized and detail-oriented; has demonstrated experience with project development and implementation; and is a collaborator who can relate project design and construction risks to the project programming process and sound budget management.
The Senior Staff Analyst duties will include but are not limited to:- Assesses, tracks, and reports on project milestones to ensure programmed projects are achievable within established CIP budgets and timelines
- Develops and utilizes data analytics and data management tools to inform programming and financial decisions
- Coordinates with multiple internal teams/departments and external entities to evaluate project status
- Assists in addressing project issues and unmanaged risks to project delivery through appropriate escalation
- Resolves conflicts between programmed funding and actual project costs, as well as planned timelines and actual project milestones
- Develops or helps develop standard policies and procedures
- Develops understanding of how a process or system should function under ideal conditions and effectively conveys this to others
- Collaborates, cooperates, and builds effective working relationships with internal and external customers to accomplish organizational goals
- Responds to requests and inquiries from department stakeholders, executive management, and outside entities
- Represents the department at conferences and meetings
- Performs personnel functions, such as evaluating staff performance, interviewing prospective personnel, staff training, and recommending disciplinary action.
- Other special projects as assigned
WORKING CONDITIONS This position is physically comfortable; the individual has some discretion about standing, walking, etc.
This is a Houston Public Works Emergency Management position at the Tier I Level. MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Business Administration, Public Administration, or a field directly related to the type of work being performed.
Substitution: Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS
Five (5) years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Substitution: Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

PREFERENCESPreference will be given to candidates who demonstrate experience in project development and management, with additional preference for those with programming and/or capital budgeting experience.
Preference given to candidates with valid driver's license and can meet City of Houston AP 2-2 driving requirement.
