GENERAL DESCRIPTION

Under the direction of the Statewide Boater Education Manager, this position performs advanced (senior-level) training and development work in the field of natural resource education, specifically the mandatory boater education program. This position plans, develops, evaluates, and implements statewide Boater Education & Outreach events and activities. Work involves organizing, conducting, and evaluating education and training programs, community partnerships and volunteer management for boater education. Plans and manages for the safety of youth and adult participants, and the general public, at training events, including risk management and special safety considerations related to water safety and recreational boating. Recruits, trains, and manages a corps of volunteers who certify boater education students on behalf of Texas Parks and Wildlife Department. Sets priorities based upon the goals and strategies outlined for the statewide education program. Provides service to internal and external customers. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations, and procedures.


Qualifications:

MINIMUM QUALIFICATIONS

Education:

Graduation from an accredited college or university with a Bachelor's degree.

Experience:

Four years experience in boating safety or marine safety applications.

Four years of experience in related to natural resource education or outdoor recreation/education and volunteer management.

NOTE: Experience may have occurred concurrently.

NOTE: A State Teacher's Certificate is required with any related state teaching experience listed.

Licensure:

Must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license.

NOTE: Retention of position contingent upon obtaining and maintaining required license.

ACCEPTABLE SUBSTITUTIONS

Education:

One additional year of experience in a field directly related to natural resource education or outdoor recreation/education and volunteer management may substitute for 30 semester hours of the required education, with a maximum substitution of 120 semester hours.

Experience:

Graduation from an accredited college or university with a Master's degree in Park Administration, Recreation, Biology, Geography, Oceanography, Education, Agriculture Science, Youth Camp Management, Natural Resource Management, Conservation, or Fisheries and Wildlife Management or closely field related to natural resource education and outdoor recreation may substitute one year of the required experience related t o natural resource education or outdoor recreation/education and volunteer management .

PREFERRED QUALIFICATIONS

Experience:

Three years experience as a TPWD Volunteer Boater Education Instructor, U.S. Coast Guard, U.S. Power Squadrons, American Sailing Association, American Canoe Association, and/or related instructor qualifications.

Licensure:

Instructor trainer certifications in the area of Outdoor Recreation Safety, such as TPWD Angler, Boater, Archery, and/or Hunter Education programs.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of boating, conservation and/or wildlife management.

Knowledge of safe and responsible principles and practices for boating and water safety.

Knowledge of learning theory and hands-on training practices.

Skill in public speaking.

Skill in effective verbal and written communication.

Skill in using MS Word, Excel, PowerPoint, and Outlook.

Skill in training others.

Skill in safe boat operation and practices.

Ability to assist in planning, development, and implementation of training programs, events and activities.

Ability to apply volunteer management principles and practices such as coordination, recruitment, selection, communications, recognition, learning standards, reciprocity, promotion, training evaluation, record-keeping and conflict management.

Ability to apply training techniques, hands-on teaching methods and training aid development for quality delivery of programs.

Ability to establish and maintain effective working relationships with partners and volunteers.

Ability to integrate natural and cultural resources management and promote outreach within educational programs.

Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.

Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities.

Ability to conduct work activities in accordance with TPWD safety program.

WORKING CONDITIONS

Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays and holidays;

Required to use a Personal Floatation Device (PFD) when conducting water or boating activities;

Required to perform work outdoors, occasionally in adverse weather conditions;

Required to work overtime as necessary;

Must reside within 30 air miles from TPWD LE Office located at 1340 Airport Commerce Dr. Bldg 6, Austin, TX 78741

Required to travel 30% with possible overnight stays;

Required to operate a State vehicle;

Required to pass a national fingerprint-based background check to maintain employment;

Non-smoking environment in State buildings and vehicles.
