    POSITION OVERVIEW

    Workdays & Hours: Monday - Friday; 8:00 am - 5:00 pm*

    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS


    Under the general direction of the Assistant Director/Managing Engineer, this position is responsible for developing maintenance policies, practices and standards to achieve optimum maintenance outcomes for all the City’s pavement, bridge and traffic network. Develop and refine preventive maintenance programs for consistency across the Department based on data-driven decision making to maximize pavement, bridge, traffic life-cycle. Coordinates with the existing Maintenance Managers and Senior Maintenance staff identifying opportunities and innovative maintenance practices to optimize asset and facility maintenance standards and lower maintenance costs. Identify opportunities for equipment and resource sharing between local agencies and develop a program to optimize the use of shared resources. Position will be responsible for maintenance of highly complex asset management systems, databases, and compliance with new Department initiatives. Represents supervisor at meetings and functions to gather information and to articulate supervisor's opinions and recommendations. Participates leading teams or staff in the development of management administrative policies, procedures and master plans with both short and long-term objectives. Handles, leads staff or teams to analyzes and reviews management practices and procedures and develops recommendations for improvement. Negotiates solutions for problems of medium to high complexity as assigned by supervisor. Participates in evaluation and design of workflow, processes, various operations systems, etc. Other duties as assigned.

    WORKING CONDITIONS
    Performing these duties will involve: walking, standing and sitting for extended periods; solving arithmetic and numerical problems; speaking and writing effectively; observing and differentiating details; adjusting to critical and demanding work; visually observing and differentiating details; attending to details amid distractions; adjusting to interruptions and changes; working with a minimum of supervision; operating city vehicles; being exposed to inclement weather conditions; working in a hot, cold and noisy environment; walking, standing and sitting for extended periods; dealing with people in tense situations and working as a member of the team. May be required to lift up to twenty (20) pounds. Must be willing and available to work all shifts, including rotation, weekends and holidays. Must be able to obtain and maintain security clearances.

    This is a Houston Public Works' Emergency Management Position at the Tier II Level.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS
    Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.

    EXPERIENCE REQUIREMENTS
    Seven (7) years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.

    Substitution: A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience. Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

    Preference will be given to those with:
    A Project Management Professional license or equivalent,Experience with a pavement, bridge and traffic asset management database, database management, demonstrated ability to implement and use multiple software packages, project management, budget analysis and preparation to keep work-force progressing,Substantial experience in business process analysis and improvements,Excellent verbal, written and interpersonal communication skills and ability to effectively communicate information,Proficiency in GIS, database management, MS-Office and PowerBI, IMS, and SAP,Ability to establish effective relationships and confer on sensitive matters with senior managers and executives,Possess a high energy level, be a self-starter, persistent and detail oriented. **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
