ABOUT THE POSITIONAs an integral member of the Sheriff’s Office Fiscal Services Division, the Administrative Services Associate (ASA) will oversee and manage the $6,149,144 California Board of State and Community Corrections (BSCC) 2024-27 Proposition 47 Cohort 4 Grant. The Sheriff's Office, in collaborative partnership with Center Point, Inc. (CPI), a Marin County community-based non-profit Department of Health Care Services (DHCS) licensed and certified and Marin County Behavioral Health and Recovery Services-contracted behavioral health services agency, accepted the grant to address recidivism reduction, provide substance use and mental health disorder treatment, and supportive services for low-level offenses due to homelessness, mental health, and co-occurring substance use disorders.
Some examples of duties the ASA will perform are:
- Managing and tracking Proposition 47 grant expenditures to ensure compliance with BSCC regulations.
- Assisting in budget forecasting, reporting, and documentation for Center Point, Inc. and Proposition 47-related services.
- Collaborating with Sheriff’s Office Fiscal staff to ensure proper fund allocation and monitoring program effectiveness.
- Preparing quarterly and annual reports and audits for BSCC, ensuring all grant-related expenditures align with Proposition 47 guidelines.
- Performing a variety of personnel and payroll-related activities.
- Performing complex accounting, budget, and grant support activities, such as compiling department, unit, or program budget figures; extending projected costs based upon staffing and other management decisions; preparing journal vouchers for budget change transactions; reconciling accounts; accounts receivable/payable; billing; deposits; and asset management.
- Performing a variety of office administrative activities, such as purchasing and contracts.
There is currently a 0.50 part-time equivalent Administrative Services Associate vacancy in the Marin County Sheriff’s Office. This is a three (3) year fixed-term position that will end on 8/15/2028. This position is budgeted for three (3) years; however, there may be opportunities for the hired individual during this time-period to move to a regular, ongoing position as other vacancies or promotional opportunities occur, or the position may be funded and convert to an ongoing position. Fixed-term employment ends when the position’s funding finishes, or the work is completed. Employees in these positions are exempt from the County’s policies regarding lay-off order and reduction-in-force rights.

They understand grants, accounting, budget development and documenting processes, policies, procedures, and government administration protocols. They can demonstrate project management experience, excellent organizational skills, and be flexible and accurate with a high level of attention to detail.
The ideal candidate has experience performing analytical studies in support of department operations and can manage projects successfully. They have experience in delivering presentations and trainings, and possess strong writing skills with experience preparing a variety of departmental correspondences and reports including board letters, public meeting minutes, statistical reports, and project recommendations. In addition, the ideal candidate is a strategic thinker with the ability to work independently who effectively meets the priorities of others, proactively recommends changes to policies and procedures, and maintains flexibility with changing priorities. The ideal candidate also exhibits leadership and supervisory skills and has the ability to establish and maintain effective working relationships with staff at all levels of the organization and people from broad and diverse backgrounds. Lastly, the ideal candidate thrives in a team environment, and is welcoming and client focused.
QUALIFICATIONSKnowledge of:- Principles and practices of budgetary and fiscal tracking and reporting, including grant management and reconciliation and payroll.
- Standard office practices and procedures, including filing and retrieval systems, correspondence formats and the operation of standard office equipment.
- Business arithmetic, including fractions, decimals and percentages and basic practices of statistical analysis.
Ability to:- Administer, track and reconcile a variety of grant-funded or state- or federal-funded programs and ensure adherence to both County and federal, state or grant regulations, policies and procedures.
- Plan and conduct a variety of administrative and operational support studies.
- Research, analyze, evaluate and recommend improvements to departmental administrative operations, systems and procedures.
- Interpret, apply and explain policies, laws and regulations related to the administrative operations and procedures of the County, department and/or unit.
- Prepare accurate, effective and timely reports, contracts, correspondence, procedures and other written materials.
- Use computer applications related to the work, including word processing, spreadsheet and database applications.
- Organize work, set priorities and meet critical deadlines.
- Represent the department on a variety of task forces and committees.
- Establish and maintain effective working relationships with those contacted in the course of the work.
MINIMUM QUALIFICATIONS: Any combination of education and experience that would provide the knowledge and skills listed below. Typically, equivalent to graduation from a four (4) year college or university with major coursework in business or public administration, accounting, economics or a field closely related to the work and one (1) year of paraprofessional experience performing grant, accounting, budgetary, administrative or related work. Additional experience as outlined above may be substituted for the educational requirement on a year-for-year basis.
