DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The Houston Public Library (HPL) seeks a passionate, experienced professional with proven leadership skills and an ability to motivate and inspire staff to serve as an Administration Manager (Executive Level) for the Mayor’s Office of Adult Literacy.
Launched under the leadership of the Mayor, the Mayor’s Office of Adult Literacy (MOAL) focuses on enhancing awareness of the impact of low functional literacy including low digital, financial, and health literacy has on your economy, communities, families, and individuals. Under the auspices of the Houston Public Library, MOAL advocates and endeavors to build capacity for adult literacy and adult education causes, providers, and learners in Houston. The successful candidate will be knowledgeable about current issues impacting adult literacy services, conversant about cutting edge services and trends especially in today's increasingly digital environment, adept at fusing traditional and non-traditional literacy services, work closely with the community to build upon existing and establish new partnerships, communicate effectively, provide exceptional customer service, and enjoy interacting with people of all ages from diverse backgrounds.
RESPONSIBILITIES:- Oversee the MOAL team to collaborate with the network of adult literacy providers in Houston.
- Ensure consistent development and implementation of professional development opportunities for literacy providers in coordination with highly dynamic stakeholder teams within Houston Public Library and externally.
- Cultivate, develop, nurture, and expand community partnerships.
- Work in collaboration with Library Foundation and Grants Administration and Finance to secure donations and grants in support of programs.
- In coordination with the Director, develop and implement strategies and standards that will maximize the synergies and leverage resources across the City.
- Develop and implement guidelines and policies.
- Establish objective performance measurements using industry analysis, user feedback, analytics, and best practices to evaluate and monitor program effectiveness and impact as well as identify and drive improvements and strategy.
- Create data dashboard with metrics of adult literacy providers to track progress towards goals set out in the Adult Literacy Blueprint ( https://www.houstontx.gov/adultliteracyblueprint/index.html )
- Oversee program budget and fiscal management
- Hire, supervise, train, coach, develop and evaluate subordinates.
- Drafts, reviews, and approves proposed contracts, correspondence, letters of agreements and amendments pertaining to the division,
- Respond to inquiries, requests, and complaints (including media) internally and externally regarding organization, programs and activities,
- Represent the Library at internal and external meetings, conferences, etc.
- Perform other duties as delegated by the Director.

WORKING CONDITIONS Position requires stooping and bending, lifting of library materials up to 20 pounds. Must be able to move freely throughout the library to file/retrieve library materials. Must be able to effectively communicate orally and in writing.
MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Business Administration, Management or a related field.
EXPERIENCE REQUIREMENTS Six (6) years of pertinent, progressive professional experience in personnel, administration, accounting or a closely related field are required.
A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two (2) years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS A valid driver license and compliance with the City of Houston's policy on driving (AP 2-2) preferred.
PREFERENCES**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
Preference will be given to applicants with:
- Experience with large urban library program management
- Knowledge of adult literacy.
- Strong project management skills and the ability to manage and execute multiple tasks/projects
- Excellent interpersonal, communication and organizational skills with exceptional attention to details
- Effective collaboration skills
- Ability to work effectively with and in diverse populations
- Entrepreneurial ability to identify and prioritize opportunities in highly ambiguous contexts
- Strong supervisory skills
- Strong organizational and time management skills
Bilingual skills and knowledge of other languages is preferred

Pay Grade 26 SALARY INFORMATION Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
