DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS Supervise highly technical engineering activities and personnel to update and maintain the Houston Public Work’s (HPW) design and construction standards. Provide technical guidance and training to technical staff.
Key Responsibilities:- Supervise the update of design and construction standards. Standards include but are not limited to requirements for water, wastewater, roadway, and drainage.
- Coordinate updates to technical design criteria with all service lines within HPW. • Effective and proactive coordination with internal stakeholders and external stakeholders to ensure updates to standards are well coordinated and meet stakeholders’ needs. Stakeholders include engineering associations, contractor associations and vendor associations.
- Use extensive public infrastructure engineering design, CAD drafting experience, contracting experience, and experience writing technical construction specifications to improve City’s requirements and standards.
- Ensure HPW’s design manual, construction specifications and standard details meet all federal, state, and local requirements.
- Ensure public safety while developing standard details to be used throughout the City.
- Use current state laws and City ordinances to improve design criteria, specifications, and permit review.
- Interact with the engineering community concerning various issues and propose solutions to problems revealed through interactions.
- Utilize design manual, City ordinances, design guidelines and other design resources to resolve any design conflict issues.
- Communicate effectively, both orally and in writing. This includes speaking and collaborating with large sized groups of engineers and technical personnel.
- Coordinate and participate in public speaking events to explain technical aspects of various complex design criteria and construction requirements. Events include large audiences consisting of the engineering and contracting community.
- Lead standards review meetings.
- Work with various contracting groups to reduce bid ambiguity and to ensure the proper creation and use of the City’s construction specifications.
- Supervise engineering staff to achieve HPW and service line goals.
- Assist the Managing Engineer in completing tasks and special projects, as needed.
- Performs other duties as assigned.
WORKING CONDITIONS This position routinely is physically comfortable; the individual has discretion about walking and standing. May require walking on rough surfaces during on-site inspections and investigations.
This is a Department of Houston Public Works Emergency Management position at the Tier III Level.
MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTS Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing.
OR
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.
EXPERIENCE REQUIREMENTS Six (6) years of active practice in engineering work after graduation from an approved curriculum in engineering, with two of the years as a licensed Professional Engineer are required.
Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.
LICENSE REQUIREMENTS Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
May require a valid Texas driver's license and compliance with the City of Houston's policy on driving.
PREFERENCESPreference may be given to applicants who have technical writing experience.
Preference may be given to applicants who demonstrate proficiency using rules, regulations and technical standards.
Preference may be given to candidates with excellent communication skills and superior customer service attributes.
