    Description

    Develops, implements, and monitors the strategic plan for inventory levels and availability in support of Metro's bus and rail divisions while optimizing inventory to meet the Metro's fiscal needs and goals. This position will support for three distinct areas in Logistics - EAM support (equipment asset management), inventory replenishment, and ASRS (Automatic Storage Retrieval System) support.

    Examples of Duties

    • Reviews for accuracy and approves, as required, the materiel forecast for the demand planning of purchased materiel supporting Metro's perpetual inventory system (new and rebuilt/refurbished) and in-house rebuilds for Operations' departments
    • Performs analysis of materiel consumption
    • Provides oversight to ensure effectiveness of planning and availability of materiel support for Metro locations, projects, and campaigns
    • Creates and implements complex materiel planning
    • Develops, implements, and utilizes complex algorithms to design projections and plan and control materiel requirements
    • Reviews, monitors, and evaluates forecast trends
    • Prepares forecasted usage and proposed delivery schedules to support Metro's materiel supply chain
    • Coordinates logistics of material acquisition
    • Identifies and maintains a forecast of material requirements for maintenance and overhaul production, and bus and rail divisions
    • Reviews supply chain processes to identify additional cost reduction opportunities and operational efficiencies
    • Prepares and distributes management, statistical, and planning reports, including ad hoc reports, as required
    • Conducts workshops and presentations of industry best practices to ensure conformance by Metro staff and to maintain optimal service and inventory levels
    • Recommends and implements process enhancements with internal clients
    • Provides leadership, training, and technical advice to departmental staff
    • Provides critical input into the strategic acquisition plan in support of supplying materiel requirements for the maintenance and overhaul of bus, rail, and maintenance of way operations
    • Contributes to ensuring that the EEO (Equal Employment Opportunity) policies and programs of Metro are carried out

    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education
    • Bachelor's Degree in Business, Public Administration, Economics, or a related field

    Experience
    • Five years of relevant experience in supply chain management; experience using a computerized inventory system preferred

    Certifications/Licenses/Special Requirements
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
    • Professional certification from National Contract Management Association (NCMA), American Production and Inventory Control Society (APICS), Institute for Supply Management (ISM), or equivalent preferred

    Preferred Qualifications

    Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment.     The following are the preferred qualifications:

    • Experience reviewing materiel forecast for demand planning of purchased materiel supporting perpetual inventory system (new and rebuilt/refurbished)
    • Experience providing technical assistance and training to departmental personnel on the Automatic Storage Retrieval System (ASRS)
    • Experience analyzing, diagnosing, and resolving ASRS system problems, including performing system start-ups and shut-downs
    • Experience identifying system transaction variances related to receiving, storage, retrieval, and distribution of material


    Essential Knowledge

    Knowledge of(defined as a learned body of information that is required for and applied in the performance of job tasks)
    • Theories, principles, and practices of supply chain management and large-scale materiel-production interfacing within a computerized environment
    • Applicable local, state, and federal laws, rules, and regulations governing public procurement and materiel management
    • Inventory control best practices
    • Material Requirements Planning (MRP) and other production control systems
    • American Production and Inventory Control Society (APICS) logics and techniques
    • Business mathematics, algorithms, and equations
    • Forecasting techniques such as regression, trend analysis, seasonality, etc.
    • Applicable computer software applications

    Skill in(defined as the proficient manual, verbal, or mental utilization of data, people, or things)
    • Creating and performing complex materiel planning
    • Analyzing data and situations, identifying problems, recommending solutions, and evaluating outcomes
    • Analyzing, evaluating, and forecasting material consumption and trends
    • Communicating effectively orally and in writing
    • Interacting professionally with various levels of Metro employees and outside representatives
    • Computer operations and applicable computer software applications

    Ability to(defined as a present competence to perform an observable behavior or produce an observable result)
    • Compile, analyze, and interpret complex data
    • Prepare comprehensive reports and correspondence
    • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
    • Travel to offsite locations
    • Read, write, speak, and understand English

    Accidental Death & Dismemberment Insurance- PTSC provides $50,000 coverage for each employee. Additional voluntary coverage in amounts up to $500,000 is available at favorable premium rates.

    Long-Term Disability Insurance- 100% employer paid. Provides employees with a minimum income of 60% of earnings after six months of disability. Buy up or buy down options available.

    Holidays- 12 days a year: New Year's Day, Martin Luther King, Jr. Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Veterans' Day, Cesar E Chavez, Juneteenth,Thanksgiving Day, Day After Thanksgiving, and Christmas Day.

    Pension Plan- PTSC retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
