    Position Duties

    This is a temporary (Overstrength) position that is anticipated to be funded through June 30, 2026, subject to further extension as appropriate. If this position is not extended through the budget process, the City may seek to place you in other internal job opportunities based on your previous work experience.

    The City of San José is seeking an AI and Privacy Analyst to play a central role in the development, coordination, and deployment of responsible artificial intelligence efforts. Working within the AI and Privacy Office, the Analyst will partner with internal stakeholders and external research organizations to transform AI research into practical, ethical, and scalable solutions that enhance City services. This position requires a blend of technical proficiency, analytical skills, policy acumen, and the ability to build consensus across diverse teams and jurisdictions.

    The ideal candidate will have hands-on experience developing and evaluating machine learning models as well as demonstrated success in facilitating collaborative projects. The AI and Privacy Analyst must be able to translate complex technical concepts to non-technical audiences, craft data governance and privacy guardrails, and design and facilitate engagement programs that drive adoption and trust in AI to staff and the broader community.

    Key duties may include but are not limited to:
    • Serve as the primary liaison between academic or research partners and City subject-matter experts, guiding projects from initial scoping through prototyping, testing, and operational deployment.
    • Design, implement, and evaluate statistical and machine learning models (e.g., random forest, XGBoost, neural networks) to generate strategic insights for decision-making.
    • Collaborate with IT and business units to embed model outputs into existing systems and processes, ensuring seamless hand-off between analysis and production.
    • Work with cross-jurisdictional working groups to produce functional designs, process guides, governance playbooks, and training materials that codify best practices in ethical AI use.
    • Plan, facilitate, and continuously refine AI upskilling workshops and classes for City staff, and develop supporting materials to sustain a culture of data-driven innovation.
    • Define and track success metrics time savings, adoption rates, accuracy improvements and generate reports for continuous improvement.
    • Organize and present at public forums and outreach events to educate residents on AI initiatives, solicit feedback, and foster transparency and trust in emerging technologies.
    • Act as a change champion by driving adoption of new AI tools and processes, and provide ongoing support and training to end users.


    This role offers an exciting opportunity to shape the City’s responsible AI roadmap. It brings together research, policy, technology, and community engagement to deliver innovative public-sector solutions.

    Please note that the AI Analyst I/II position is currently eligible for a hybrid telework schedule. The schedule for working remotely and onsite is subject to change.

    Salary Information: The final candidate’s qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Analyst I/II classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

    Annual Salary Range (including the 5% NPWI):
    • Analyst I: $92,994.72 - $113,022.00
    • Analyst II: $101,468.64 - $123,330.48


    The Analyst I/II classification is represented by the Municipal Employees’ Federation (MEF) bargaining unit.

    Minimum Qualifications

    Education and Experience:
    • Analyst I: A Bachelor's Degree from an accredited college or university.
    • Analyst II: A Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.

    Acceptable Substitution: Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.

    Competencies

    The ideal candidate will possess the following competencies, as demonstrated in past and current employment history. Desirable competencies for this position include:

    Job Expertise - Demonstrates strong technical and functional knowledge and experience in enterprise AI research coordination, machine learning model development, and ethical governance frameworks. Demonstrates knowledge of and experience with applicable professional/technical principles and practices, Citywide and departmental procedures/policies, and federal and state rules and regulations.

    • Experience with Python and common data manipulation and machine learning frameworks such as NumPy, pandas, TensorFlow, and PyTorch.
    • Proficiency in statistical and predictive modeling techniques:
      • Random forests and ensemble methods (XGBoost, LightGBM)
      • Neural networks, deep learning architectures, and model evaluation metrics (ROC/AUC, precision/recall)
      • Time-series analysis and forecasting methods
    • Experience facilitating cross-functional collaborations, serving as a liaison between academic partners, subject-matter experts, and technical teams. Skilled in authoring technical and policy documentation such as playbooks, governance playbooks, user guides.
    • Design and deliver hands-on training workshops for both technical and non-technical audiences.
