EXAMPLES OF DUTIESUnder supervision, gathers data used in administrative, fiscal, or personnel activities and services; assists in the preparation and control of the annual budget; performs preliminary research, investigations, and studies; develops preliminary interpretations and makes recommendations for improvement in service delivery and the attainment of departmental goals; analyzes documents for compliance with rules, regulations, and procedures; assists in the revision of administrative and personnel systems and procedures; communicates and collaborates with individuals and organizations both within/outside the City; plans and prepares charts, graphs, and other exhibits; reviews statistical data; utilizes personal computers and prepares and presents oral and written reports; assists in the development of basic computer reporting systems; may provide specialized counseling services; develops and coordinates permit, loan, grant, and/or community programs and activities; assists in the various aspects of contract administration; participates in personnel related activities such as recruitment, testing, test validation, employee orientation and training, classification, compensation, affirmative action, labor relations; and performs other related duties as required.
REQUIREMENTS TO FILEBachelor's degree from an accredited college or university
(proof required)*. Candidates submitting a grad check who will complete the required education by August 31, 2025, may apply and be considered for testing, but will not be certified for a vacancy until the education requirements are met and proof of graduation has been submitted to the Human Resources Department.
Opportunities for Substitution of Education or Experience Professional, technical and/or paraprofessional experience (equivalent to an Administrative Aide I-II with the City of Long Beach, or higher) that offers specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis.

- In compliance with Civil Service Rules and Regulations, Article VI, Section 62, experience credit may be given to City Employees who gained experience while performing duties outside of the classification up to 25% of the time.

Willingness to work an irregular schedule, including nights, weekends, overtime, and/or holidays may be required for some positions.
Positions in the Police Department require the ability to pass a thorough background investigation.
A valid driver’s license, or the ability to arrange necessary and timely transportation for field travel, may be required for some assignments.
DESIRABLE QUALIFICATIONS: - Experience in asset management, procurement, grant management, human resources, labor compliance, program management, conducting training classes and/or giving presentations, budgeting, public sector investing, performing research and analysis, public sector communications, debt financing and/or supporting business assistance outreach programs is desirable for some positions.
- For positions in the Long Beach Utilities Department, a bachelor’s degree in Environmental Science, Geography, Geology, Public Administration, or closely related field and/or experience in water conservation or water resources are desirable.
- Bilingual/biliterate skills (Spanish, Khmer, or Tagalog) are desirable for some positions interacting with the public.

A minimum rating of 70 must be attained in each exam component. Certification by score bands will be considered based on analysis of exam results. The resulting eligible list will remain in effect for at least one year. Screening of applicants will be conducted on the basis of application and required supplemental application submitted. Only those candidates showing the strongest backgrounds on the basis of comparative analysis will be invited to the examination process. Based on the number of applications accepted, the selection procedure may be changed. In the event a revision is necessary, the affected persons will be notified.
In accordance with Civil Service Procedure 3.38, all eligible veterans that successfully qualify on any or all open-competitive examinations shall receive an additional credit of ten (10) points that will be added to their original passing score. Disabled veterans passing the examination shall receive a credit of fifteen (15) points that will be added to their original passing score. (A copy of the veteran’s DD-214, Member 4 form indicating honorable discharge must be attached to the application at the time of filing.)
