Job Description and Duties **This is a re-posting for the vacancy. If you've already applied for this recruitment, you do not need to apply again. *** Under the direction of the Departmental Construction and Maintenance Supervisor, with Facilities Planning, Construction and Management Section (FPCM), the incumbent functions as a technical expert and lead project manager with responsibility for the most difficult, complex, and/or sensitive projects entailing strategic planning, budgeting, and design of construction and/or special repairs assignments occurring at DSH-Sacramento and statewide hospital facilities. Based on project needs, develops, designs, revises, or monitors and reviews drawings utilizing Computer-Assisted Design (AutoCAD) software. Attends design and construction meetings. Conducts inspections of newly constructed or renovated facility sites prior to the acceptance of these facilities by DSH. Provide lead consultation and direction to state hospitals regarding proposed major/minor Capital Outlay and special repair projects. Prepares/reviews construction cost estimates and develops/implements project management plans, project schedules, 3-page cost estimates, and due diligence documentation as provided by DGS. Develops adhoc reports, fiscal updates, and briefings for management on specific issues relating to Capital Outlay projects, space requirements and future hospital expansion. Attends planning, design, and construction meetings. Prepares recommendations for management approval. Collaborates with FPCM analysts to ensure the accurate development and timely approval of all project authorization, funding, and reversion documentation required by DGS, Department of Finance (DOF), and the State Public Works Board (SPWB). Prepares and maintains a variety of project files, records, documents and lists relating to assigned program areas and responsibilities in FPCM including but not limited to DOF funding requirements and project expense tracking summaries; maintaining project status logs in SharePoint; and providing reports and/or synopsis of construction and/or progress meeting details. Prepares DOF program updates and Capital Outlay Budget Change Proposals (COBCPs); prepares recommendations for statewide major/minor capital outlay projects, energy efficiency projects, and special repair projects at the hospitals that consider the impact on security, health and safety of patients and staff, and physical infrastructure at hospitals. Assists in the development of DSH’s Annual Five-Year Infrastructure Report to secure funding for future construction projects at the hospitals. Coordinates with Budgets, DOF and DSH hospitals to monitor all statewide expenditures and statuses for above projects. Coordinates with DSH Budgets and Accounting programs to ensure the accurate development and timely approval of all project authorization, funding, and reverse documentation required by DGS, DOF, and the SPWB. Monitors the status of documentation under review by control agencies, DGS or DSH executives to ensure timely completion and responsiveness to DSH submittals. Starting salary up to $75.84/hour ($158,287/year), a cash allowance of $600/month, and a competitive total compensation package! The TCOMM Manager directs large and small scale TCOMM projects, including all aspects of technical specifications and fiscal management, coordinates all radio telecommunication services throughout the County of Sonoma and collaborates with adjacent counties to insure interoperability, oversees the Bureau's asset inventory, contracted services, billing rate development and service billing, and field and shop work coordination.
