Job Description and Duties This position is approved for Safety Retirement designation. Under the Executive Director’s administrative direction, the Clinical Administrator (CA) plans, organizes, directs and evaluates the treatment programs and clinical support functions at DSH-Napa. The CA is one of the hospital’s executive managers and, as such, serves as a member of the Executive Director’s policy setting staff. The CA ensures that all clinical service programs and departments comply with established policies and procedures. The CA promotes the mission and vision of the Department and develops performance improvement initiatives consistent with DSH strategic goals. The CA also provides policy making decisions, administration, implementation and oversight of the clinical operations of a health care organization and to relieve the Executive Director in times of absence from the facility. The CA ensures expenditures are accountable, adhered to or adjusted accordingly, and do not exceed the annual budget allocation. Oversees staffing within treatment programs and in collaboration with the Nurse Administrator strives to reduce mandatory overtime.
