The current vacancy will be assigned to the Electrical and Instrumentation functions. Under general direction of the WPC Plant Maintenance Manager, plans, organizes, directs and supervises the activities of assigned personnel engaged in preventative and corrective maintenance of the City's Water Pollution Control Plant, water distribution and sewer collection systems; performs a variety of technical tasks relative to an assigned area of responsibility; and performs related work as assigned. DISTINGUISHING CHARACTERISTICS The Senior WPC Plant Mechanic is a supervisory classification. The classification of Senior WPC Plant Mechanic is distinguished from the higher-level Water Pollution Control Plant Maintenance Manager in that the Water Pollution Control Plant Maintenance Manager has overall responsibility for the section. Essential Job Functions (May include, but are not limited to, the following): Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for the performance of maintenance activities; implements policies and procedures. The position also requires both near and far vision when operating assigned equipment. Acute hearing is required in both the field and the office. Description SENIOR WATER POLLUTION CONTROL PLANT MECHANIC Regular Full-Time Employment Opportunity The City of Sunnyvale invites applications for the position of Senior Water Pollution Control Plant Mechanic. The current vacancy will be assigned to the Electrical and Instrumentation functions. Under general direction of the WPC Plant Maintenance Manager, plans, organizes, directs and supervises the activities of assigned personnel engaged in preventative and corrective maintenance of the City's Water Pollution Control Plant, water distribution and sewer collection systems; performs a variety of technical tasks relative to an assigned area of responsibility; and performs related work as assigned. DISTINGUISHING CHARACTERISTICS The Senior WPC Plant Mechanic is a supervisory classification. The classification of Senior WPC Plant Mechanic is distinguished from the higher-level Water Pollution Control Plant Maintenance Manager in that the Water Pollution Control Plant Maintenance Manager has overall responsibility for the section. Essential Job Functions (May include, but are not limited to, the following): Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for the performance of maintenance activities; implements policies and procedures. Plans, prioritizes, assigns, supervises and reviews the work of staff involved in the maintenance and repair of equipment within the City's Water Pollution Control Plant, water, sewer and storm facilities. Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; prepares various reports on operations and activities. Participates in the selection of staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures. Determines and documents proper procedures for the maintenance and repair of equipment used in a water pollution control plant and off-site locations. Directs and participates in the maintenance, overhaul, modification and repair of mechanical, electrical, and instrumentation equipment used in the water and wastewater treatment, processing and pumping stations. Assures that all the plant equipment is maintained and repaired properly to provide reliability, economy and safety. Maintains up-to-date documentation and records for all mechanical, electrical, and instrumentation equipment including schematics, operating instructions, parts listings, and repair history as needed. Assists in the ordering and purchase of materials and equipment and in maintaining parts inventory for the maintenance, repair, modification and overhaul of mechanical, electrical, instrumentation equipment. Establishes and maintains records necessary for maintenance and repair functions. Makes rough estimates of labor and material necessary for the performance of work; makes sketches of the work to be performed or the work completed; keeps records of the work performed, which includes data for the computerized maintenance program. Follows proper safety precautions related to mechanical, electrical and instrumentation repairs; maintains tools supplies, equipment, and the work sites in a safe condition. Provides advice to operating staff regarding the proper and safe operation of industrial equipment. Develops scope of work for major overhaul, installation and modification of equipment; provides oversight and guidance to contractors. If assigned instrumentation functions, may also perform any combination of the following: Performs complex maintenance and repairs of an instrumentation nature from work orders, drawings, specifications, schematics, sketches, and verbal instructions; upgrades existing mechanical, electrical, instrumentation equipment as new technology dictates. May install, calibrate, troubleshoot, repair, overhaul, and maintain wiring, switch gear, lighting fixtures, motor control centers, outlet signal systems, electric motors, heating; air-conditioning, ventilating equipment, electrical control apparatus, internal communications equipment, solid-state electronic controls, import-export controllers, related to cogeneration equipment, controlling, indicating, recording and associated electromechanical equipment. May test, locate, and repair malfunctions in instrumentation and cogeneration equipment. If assigned electrical functions, may also perform any combination of the following: Performs complex maintenance and repairs of an electrical nature from work orders, drawings, specifications, schematics, sketches, and verbal instructions; upgrades existing mechanical, electrical, instrumentation equipment as new technology dictates. May perform electrical tests using voltmeters, ampmeters, ohmmeters, oscilloscopes, computer test sets, and other calibration and testing equipment normally used in the repair and maintenance of electrical and cogeneration equipment and apparatus. WORKING CONDITIONS Position requires sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movements in the performance of daily duties. The position also requires both near and far vision when operating assigned equipment. Acute hearing is required in both the field and the office. The ability to lift, carry and push tools, equipment and supplies weighing up to 50 pounds is also required. Additionally, the incumbent may be exposed to fumes, dust, chemicals, biohazard materials and air contaminants. Work is performed in an office setting as well as plant environment with exposure to biohazards and a variety of working conditions, including mechanical and electrical hazards, loud noise dust, humidity, hot and cold temperatures as well as exposure to hazardous materials. Minimum Qualifications Education and Experience: The minimum qualifications for education and experience can be met in the following way: Graduation from high school or tested equivalent, supplemented by college coursework in mechanical, electrical or instrumentation trades; AND Five years of journey level experience as a maintenance mechanic, electrician, and/or instrumentation technician in the wastewater field or related heavy industrial field. Knowledge of: • Standard terms, practices, procedures, and modern methods common to the electrical, mechanical, instrumentation and cogeneration trade. • Principles and practices of supervision, training and performance evaluations • Principles and practices of safety management. • Pertinent local, State and Federal laws, ordinances and rules. • The use and operation of measuring and testing devices. • Principles of electrical/mechanical/instrumentation installation, operation, testing, and maintenance, and the operation of gas powered generating and related equipment. • Office methods, procedures, software and equipment.
