Provide City staff and the public with information as requested including legal descriptions of parcels, address verification, property ownership, assessor's parcel numbers, zoning designations, easements, flood zone status, public right-of-way, property jurisdiction, and assessment districts as able. Perform a variety of special projects involving graphic design and illustration for maps and exhibits. Perform inspection of public improvement projects. Perform engineering plan check for routine projects. Participate in traffic studies including manual counts, speed surveys, and the collection and analysis of other traffic related duties. Perform professional and technical engineering work relative to assigned area of responsibility including, but not limited to, design, traffic, land development, and/or capital improvements. Design and prepare routine to complex plans and specifications for public works projects including pumping stations, streets, storm drains, sewer lines, and related projects; research project design requirements; perform calculations and prepare estimates of time and material costs. Develop revised design and construction standards for public works structures and appurtenances. Investigate field problems affecting property owners, contractors, and maintenance operations; resolve problems or refer as appropriate. Administer contracts and project requirements and standards; define and negotiate contract changes; coordinate and review the work of outside consultants; apply project management principles to ensure projects are completed in accordance with established schedules, funding source requirements, and budgets review; recommend all payments and billing for contracted services related to assigned projects. Request and/or participate in the collection of survey and mapping data. Prepare estimates and feasibility reports for new or modified services and structures. Participate in the plan check, review, and processing of plans for private developments affecting City streets, sewers, drains, and related public works facilities; assure compliance with appropriate codes, ordinances, rules, and regulations. Conduct construction inspections for Capital Improvement Projects. Prepare visual presentations and reports. Prepare special engineering studies and reports. Assist in the procurement process for professional service contracts. Receive professional service proposals and review for completeness, appropriateness of the scope of work and compliance with City standards and specification requirements; recommend award of bid and negotiate professional. EXPERIENCE & TRAINING / LICENSE AND/OR CERTIFICATE Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Experience: Six years of increasingly responsible and varied paraprofessional engineering experience, three of which are comparable to an Engineering Technician II with the City of Palmdale. Training: Equivalent to an Associate's degree from an accredited college with major course work in civil engineering or a related field. Additional qualifying experience may substitute for the education on a year for year basis. LICENSE OR CERTIFICATE Possession of, or ability to obtain, a valid California driver's license and legally required vehicle insurance. Engineering Technicians perform a broad range of duties involving technical engineering work in support of professional engineers including drafting, engineering calculations, surveying, materials and soils testing, construction inspection, roadway design, right-of-way engineering, planning, permitting and inspection, water rights appropriation and land acquisition in support of civil or related professional engineering work. Incumbent will work in the field performing required inspections, testing, and surveying; complete field and office work to assure contractor's work is documented per the specifications and quantities for prompt contractor payment.
