Establish contracts in a timely manner, ensure adherence to County of Calaveras systems, monitor and report to the Commission. Ensure that the fundamental components of program design, implementation and evaluation are addressed in project awards. Legal Requirements, Tracking and Compliance . Ensure that the Commission is in compliance with all state statues and local ordinances, including an annual fiscal and compliance audit. Ensure that the Commission is informed of changes in state and local laws and regulations affecting the Commission and that new policies and practices are implemented to ensure compliance. State-level Involvement and Advocacy. Participate in the First 5 Association of California meetings and access information from the First 5 California Children and Families Commission's meetings and website. Link the Commission with resources and programs available through these entities and represent the Commission at state-wide meetings. Evaluation. Define and report measurable outcomes of the commission's programs, services and projects using appropriate, reliable indicators. Description: Job Summary: Under general direction of the Associate Vice President of Finance and Administrative Services, the Executive Director and Chief Procurement Officer serves as the chief procurement officer for California State University, San Bernardino (CSUSB). The incumbent leads, directs, and participates in efforts that lead to cost optimization, improved quality, and enhanced innovation through development of strategic sourcing initiatives, development of metrics/measurable goals for Procurement, risk mitigation, effective contracting, negotiation tools, and specification development for a state of the art Procure to Pay (P2P) environment for CSUSB Procurement and Contracts Services. He/she must be someone whose focus on collaboration both within the University and with our suppliers, enables the sourcing team to deliver quality contracts and procurement services at most favorable cost. This position conducts University-wide, high profile, complex, and/or first-time commodity/service contract negotiations and uses exceptional negotiating skills to bring success to the University and staff. He/she must work closely with Legal Counsel, Risk Services and Financial Services to ensure effective contracting processes and templates are implemented as appropriate. This role will develop standard processes and expected levels of execution related to the development of functional and category specific strategic sourcing programs and will oversee the execution of vendor selection. QUALIFICATIONS: An earned master’s degree in education, student personnel, business/public administration, or a related field is required. An earned doctorate in a relevant discipline or current enrollment in a doctoral program is preferred. Seven (7) years’ experience in student housing, student life, privatized housing, or property management in administrative roles at the Assistant/Associate Director level or above or equivalent managerial experience. A record of demonstrated accomplishment with the following services within student housing: new housing design and development, residential life programs and services, student conduct, housing maintenance and capital planning, summer conferences and comprehensive fiscal planning, including reserve management. Failure to satisfactorily complete the background check may result in the withdrawal of the offer of employment. Current employees who are offered positions on campus will be required to undergo a background check for any position where a background check is required by law or that Cal Poly has designated as sensitive. The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment. This position may be "Designated" under California State University's Conflict of Interest Code. This would require the filing of a Statement of Economic Interest on an annual basis and the completion of training within 6 months of assuming office and every 2 years thereafter.
