This is a full-time, benefited, exempt, 12-month pay plan position in the College of Arts, Humanities, and Social Sciences. This position is an Administrator I in the California State University Management Personnel Plan (MPP). Position Summary: Under the administrative direction of the Dean of the College of Arts, Humanities, and Social Sciences, the Native American Graves Protection and Repatriation Act (NAGPRA) Repatriation Coordinator manages the development and implementation of Cal Poly Humboldt’s NAGPRA and CalNAGPRA compliance and repatriation program. The incumbent represents the campus as the primary contact for the NAGPRA program and ensures compliance with all applicable laws and regulations for culturally identifiable remains and related artifacts. Incumbent will work closely with the California State University (CSU) CalNAGPRA Campus Coordinators Group. Key Responsibilities: Manage the development and implementation of Cal Poly Humboldt’s NAGPRA compliance and repatriation program; oversee processes and outcomes to ensure quality standards are met. Oversee documentation and repatriation of culturally affiliated remains and NAGPRA-related objects; oversee disposition of culturally unidentifiable remains; ensure compliance with all applicable laws and regulations; maintain status reports; submit and update federal and state reports and notices. Coordinate and consult with relevant campus departments, faculty, and staff; manage the university repatriation committee; develop and conduct university training as needed. Work closely with the California State University (CSU) CalNAGPRA Campus Coordinators Group. Develop and implement a robust outreach and consultation program to proactively engage Native American communities in NAGPRA processes; develop relationships that acknowledge and respect a Tribe's sovereignty, cultural protocols, and cultural and religious practices and knowledge; represent Cal Poly Humboldt at meetings with Tribal government officials and representatives to coordinate NAGPRA compliance, address tribal concerns, and when possible, negotiate culturally sensitive resolutions; manage travel grants for Tribal members and seek funding for assisting Tribes with repatriation, as needed. Maintain proper documentation of correspondence, consultations, loans, transfers, federal and state notices, inventories, summaries, and determinations regarding cultural affiliation, repatriation, or disposition. Represent the campus as the primary contact for the NAGPRA program; develop and maintain a Cal Poly Humboldt NAGPRA website and information resources; deliver related professional and public presentations. Manage NAGPRA program staff: select, train, direct, supervise, and evaluate; organize problem-solving sessions and guide teams toward effective solutions. Develop and oversee NAGPRA program budget and resources; identify and apply for grants to support the Cal Poly Humboldt NAGPRA program. Envision and develop the NAGPRA Repatriation Program Coordinator role as a long-term position after repatriation of currently held items is complete. Perform related activities as assigned and/or required. Knowledge, Skills, and Abilities Associated with this Position Include: Thorough knowledge of the federal NAGPRA at 25 U.S.C. §§ 3001-13 and its accompanying regulations at 43 C.F.R. §§ 10.1-17 and CalNAGPRA at California Health & Safety Code (CHSC) §§ 8010-30 Highly skilled communication and interpersonal skills to interact with a diverse group of individuals to secure and/or provide information to clarify situations and resolve problems; to communicate clearly and professionally; and to develop and sustain collegial working relationships with individuals from diverse backgrounds and perspectives. Thorough knowledge of the repatriation process. Knowledge of consultation practices and processes with Native American Tribes and Native Hawaiian Organizations Ability to use discretion and maintain all confidentiality. Ability to effectively represent and coordinate organizational strategy and administrative initiatives with campus senior level management, Chancellor’s Office, and external contacts. Strong team building and leadership skills; ability and skills to organize problem-solving sessions and guide teams toward effective solutions. Strong skills in short- and long-range planning, program and project management, facilitation, and collaboration. Ability to multi-task with demanding timeframes. Expert knowledge of applicable policy analysis techniques. Expert analytical/problem-solving skills. Ability to travel to meet with tribes, attend consultations, burials and other activities that are related to the repatriation process. Minimum Qualifications: Possession of a Bachelor's Degree. At least 5 years of applicable experience. Familiarity with NAGPRA. Familiarity with Native American cultures, including cultural items. Experience working respectfully with Native American Tribes and Tribal communities, including engaging in genuine tribal consultation and recognition of Tribal sovereignty. Valid CA Drivers License or eligibility to obtain one within a reasonable time period upon hire. Preferred qualifications include: Master’s Degree in Native American Studies, Museum Studies, Anthropology, Cultural Resource Management, or a related field. Experience with establishing and building working relationships with Federally and non federally-recognized Tribes, preferably California Native American Tribes. Direct experience with NAGPRA and CalNAGPRA. Direct experience with the process of repatriation of Native American cultural items. Direct experience working with cultural items, including cataloging and curating. Experience in financial management, budgeting, and grant writing. Experience with program and/or project management. Experience leading and representing teams. Knowledge of CSU processes, protocols and procedures.
