Description: Job Summary: The Procurement Services Department bids and executes Public Works contracts that apply to new construction or repair of any public structure, building, road or other public improvement. These contracts contain the CSU Contract General Conditions for Minor Capital Outlay Projects and Major Capital Outlay Projects. Under general direction, the Capital Projects and Contract Specialist will work in coordination with various internal and external entities, including the Facilities Planning, Design and Construction Department and will be responsible for sourcing, negotiating and awarding contracts for Public Works projects in support of all campus operations. The incumbent will ensure and implement compliance with applicable laws, regulations, policies and procedures. Responsibilities include, but are not limited to: Program Administration Independent analysis, development, evaluation, processing, and coordination of university public works contracts. Ensuring contract activities comply with University resolutions, applicable administrative procedures and federal and state laws. Provides support and guidance in all functional areas of capital project/public works contract administration for the University. Advises directors, managers, and staff of any concerns related to procurement and administration activities. Corrects contractual problems and processes, performs contract close-outs and/or cancellations. Researches procurement and contracting methodologies and recommends beneficial best practices changes and/or implementations for policy and procedures as needed for continuous improvement. Prepares and reviews documents for public reporting requirements. Stays abreast of state laws, CSU policies, campus policies, procedures, and performance standards including, but not limited to, ICSUAM 5000 Contracts and Procurement and other related topics as needed in contract administration. Maintains a positive and collaborative working relations with other state agencies, the Chancellor's Office, other CSU campuses, and campus customer departments. Manages and achieves DVBE/SB Participation with the Department of General Services and Local Jurisdictions. Manages public works project registration with Department of Industrial Relations for each phase of the project and review payroll uploads to verify correct public works wages is been used. Maintains and secures Bid Bonds, Payment Bonds and Performance Bonds in a secure fire proof location and returns each bond accordingly to the relational time of each public works project. General Administrative Functions Represents Contracts and Purchasing in inter-departmental teams formed to develop standards, policies, and procedures. Drafting, filing and distribution of Addendums, Notice of Intent, Notice to Proceed, and Notice of Completion. Facilitates Project and Payment that includes, but is not limited to, developing scope of work, paying requests and processes for the prime contractor and the subcontractor for each project, and holding back payment to prime contractor if subcontractors submit a hold payment request. General administration responsibilities may include, but are limited to, prioritizing requests and communicating status updates, tracking documents, analysis of financial data, interpreting and applying applicable rules and policies, understanding and making decisions related to term and conditions. Reviews, processes, and awards Job Order Contracts (JOC) and maintains track of expenditure in order to not exceed overall contract award for each JOC agreement issued by the University. Buyer Functions Determination of appropriate contracting type, specification and solicitation review, execution of the procurement process, development of the final contract, administration of the contract, execution of the final Office of General Council (OGC) approved contract. Prepares construction bid packages for public works construction projects. Evaluate Bids and Proposals. Advises campus personnel and management of any concerns related to procurement and administrative activities. Administrative Specialties Administration of contracts. Supports development of University standards, policies, and procedures relative to capital project, public works construction and professional services public works. Coordinates with Facilities Planning on specification development and review with project managers and consultants. Liaise with the Office of Risk Management and University General Counsel, as needed, to finalize favorable contracting terms. Perform Price/Cost Analysis. Completes special projects as assigned by Director. Other classification-related duties as assigned. Minimum Qualifications: Required Education and Experience Bachelor's degree and/or the equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs Four (4) years of related experience. Required Qualifications Thorough knowledge of and ability to apply extensive expertise to complex programs and/or administrative specialties, including pertinent laws and regulations. Demonstrated expertise in and advanced knowledge of the principles, problems, and methods of public and business administration and operational and fiscal management. Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies. Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive of and develop strategic solutions. Ability to work with representatives from public and private entities and handle potentially sensitive situations. Demonstrated consultative skills in working with internal and external constituent groups. Ability to effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus. Preferred Qualifications Bachelor of Arts degree and 4 years’ experience in a role supporting public works in contract management, project management, contract compliance or a closely related activity is preferred. Purchasing experience involved in major aspects of the purchasing function, i.e., high-technology and building and construction, utilizing competitive bidding or contract development, and including the writing of specifications and justifications to support them. Prior experience in public works, preferably in a fast paced, high-volume environment. Can handle daily unforeseen challenges in a large, complex organization. Strong customer service skills and service-centric oriented. Team player with excellent interpersonal skills, strong work ethic and positive attitude. Ability to train, lead and motivate others. Preferred experience in Procurement and/or Higher Ed. Procurement Certification such as CPP, CPPO, etc. Familiarity with adherence to Public Contract Code, CSU Admin Manual and Standard Specifications for Public Works. Compensation and Benefits: Anticipated Hiring Range: $5,022 - $6,613 per month Classification Salary Range: $5,022 - $9,083 per month The salary offered will take into account internal equity and experience among other factors.
