The Bureau of Planning & Sustainability is seeking a Supervising Planner, which is the supervisory-level classification within the Planner series that reports to the Chief Planner. The Bureau may hire one or more positions from this recruitment to lead various functions including the River, Environmental and Resilience planning function, or Comprehensive and Area Planning (general land use planning), depending on expertise and experience. The River, Environmental, Resilience Supervising Planner position will manage the work of the River, Environmental and Resilience Unit, which is responsible for researching, developing, and supporting innovative policies and programs to achieve Portland's objectives for natural resource and environmental protection and resilience in both the natural and built environments. This position supervises a team that provides expertise in environmental and natural resource protection and brings a resilience focus to the development of land use plans, policies, and programs; in collaborative efforts with other city bureaus; and in engagement with the public and elected officials. The Comprehensive and Area Planning Supervising Planner will manage the work of teams engaged in various general land use planning efforts including staff working on area plans and other efforts to update, maintain and implement the Comprehensive Plan. Supervising Planners are expected to carry out their responsibilities with initiative, independence, and creativity, while exercising sound professional judgement and problem-solving skills. Example of Role & Responsibilities: Lead and support initiatives that help BPS and the City fulfill the goals of the 2035 Comprehensive Plan, the Portland Plan and the Bureau's 2021-2024 Strategic Plan. Design, research and implement BPS-led projects that support Comprehensive Plan implementation and environmental and natural resource protection in a complex urban environment to advance the simultaneous goals of protecting the environment, accommodating housing and job growth, and advancing equitable economic prosperity. Have experience leading complex long range planning projects and processes and directing the work of staff engaged in these efforts. For the River, Environmental, Resilience position, serve as bureau specialist on environmental and natural resource protection and resilience, providing consultation to various planning project teams on intersecting land use policies, plans and programs. Collaborate with partner agencies to develop multi-agency strategies to maintain the City's compliance with state and federal requirements, including Oregon's Statewide Planning Goals 5 (Natural Resources) and 7 (Natural Hazards), the Endangered Species Act, and the Floodplain Protection Program. Perform various qualitative, quantitative, and geo-spatial analyses of the natural and built environment and natural resources to inform policy development and regulations. Establish and maintain strategic partnerships with public and private stakeholders and coordinate with other bureaus, regional and state agencies. Successfully engage a diverse range of people. A key aspect of the position is proactively addressing disparities in collaboration with community by meaningfully centering community engagement through building relationships with the community and stakeholders, especially with BIPOC communities. Perform supervisory and project management duties including but not limited to supervising, recruiting, hiring, scheduling, assigning work to and evaluating the work of staff and ensuring delivery of work products, adherence to project schedules and procurement of consultant services as appropriate. Other duties as assigned. Although not required, you may have: one to three desirable skills/certifications/degrees : Advanced degree or professional certification in urban planning, environmental planning, natural resource management, public administration, or related field. Four (4) or more years of progressively responsible experience in urban planning, urban design and architecture, landscape architecture, environmental planning, natural resource management, geography, or related field including supervisory role. Broad knowledge and experience with Oregon's Statewide Planning Goals and the state and local land use regulatory framework. For the River, Environmental and Resilience position, specialized knowledge of Oregon's Statewide Planning Goals 5 and 7, the Endangered Species Act, or floodplain programs. Experience in a supervisory role. Experience working for a public agency. Bilingual Spanish/English skills.
