The department seeks to preserve and enhance CPP’s history, aesthetics, physical assets, and natural ecosystems through coordinated planning, design, and construction of buildings, roads, infrastructure, landscaping and other physical improvements. As an advocate on behalf of the university and its auxiliaries, FPM strives to provide facilities that meet scope, budget, operational needs and functional requirements. FPM is comprised of approximately 200 facilities professionals (FTE) that also provides maintenance services including custodial services, landscaping, recycling, building and mechanical trades, energy and utility management, fleet, and auto services. The workforce is culturally diverse and multilingual. Its composition includes full time staff throughout FPM who are also earning their degrees and many whom have graduated from Cal Poly Pomona. The staff includes licensed architects and engineers, accountants, planners, project managers, administrative staff, carpenters, plumbers, locksmiths, painters, electricians, landscape architects, computer technicians, custodians and other building and mechanical trade technicians. DUTIES AND RESPONSIBILITIES Primary Responsibilities The plumber position will be working with one or more crews of skilled journey level plumbers and semi-skilled assistants in the operation and maintenance of the campus Potable & Recycled Water System, Gas Distribution System, Sewer System and Storm Drain System. The position works in a team-oriented environment under the supervision and reports to the Plumbing Supervisor or his designee. The incumbent performs full range of skilled and unskilled plumbing work including the installation, maintenance, inspection, modification, remodel and repair of mechanical plumbing equipment and fixtures including utility meters for water, gas, steam, sewage, fire sprinkler/prevention, heating and chilled water distribution plumbing systems, and the automated telemetry systems related to plumbing. Incumbents typically maintain, troubleshoot and test plumbing systems, including backflow prevention devices; assemble, install and repair pumps, pipes, fittings, and fixtures; cut, thread and weld pipes; assemble and install valves, pipe fittings and pipes composed of a variety of metals and materials; manage wet-lab utilities; inspect completed work for conformance with specifications, requirements and compliance with applicable building plumbing and safety codes and regulations; perform all work in accordance with established safety procedures; maintain a safe and clean work environment; and consult and work with other trades workers in a team environment to accomplish multi-trade work orders. Incumbent may provide instruction and lead direction to unskilled and semi-skilled assistants in accomplishing assigned work. Prepares shop related reports and drawings; maintains records and retrieves data related to work performed using manual and/or computerized record keeping systems. Organizational Excellence The incumbent will collaborate openly with FP&M colleagues to share information, support organizational excellence through continuous improvement and develop FP&M into a best-in-class Facilities department. FP&M colleagues include but are not limited to EH&S, Facilities Maintenance and Operations shops and the Planning, Design and Construction units, as all these operations have the potential to affect the Plumbing Shop. The incumbent will work with Campus Planning and Design and Construction units to ensure that campus plumbing standards are incorporated, installed, and inspected for compliance. The incumbent will collaborate with other units in FP&M to monitor and manage the interactive effects between other shops preventative maintenance and the Plumbing Shop. The incumbent will participate fully in collaborative, innovative problem solving within FP&M leveraging primarily existing resources implementing the current FP&M strategy map. General Administration Incumbent makes recommendations for continuous operational improvements in the Plumbing Shop and applies a "team-oriented” approach and a service-oriented win-win attitude, strong technical skills and communication skills, both written and oral. Promotes and projects a positive attitude, leads by example, and promotes customer service philosophy in the department. Maintain knowledge of current industry model practices. Assist in identifying O&M on recurring, non-recurring and deferred maintenance tasks. Assists in the preparation of annual operation budget, and preparation of capital improvements and deferred maintenance projects. Responsible for monitoring expenditures of operating budget, evaluating strategic initiatives and/or options in improving operation reliability, efficiency, and cost effectiveness. Prepares supporting materials plans, specifications, performance standards, campus standards for Requests for Proposals; evaluates contractor/vendor performance. Reviews campus capital projects and provides input relating to facilities, university standards, and/or specifications for materials, equipment, and design. QUALIFICATIONS A California driver’s license and proof of insurance required. These abilities normally would be acquired through any combination of progressively responsible training and experience which demonstrates achievement journey-level skills equivalent to that acquired through completion of a standard plumber’s apprenticeship program. Work requires thorough knowledge of the methods, materials, tools and equipment used in the plumbing trade; a base knowledge of the operation of building automation systems; and a thorough knowledge of applicable state and federal health and safety orders and regulations pertaining to the plumbing trade, including the California State Safety Orders of the Division of Industrial Safety and the California State Plumbing codes. DISTINGUISHING CHARACTERISTICS The Building Inspector class levels are distinguished by the number of inspection disciplines an inspector is recognized to be qualified in based on certification and demonstrable abilities. Positions in this class are flexibly staffed and are automatically flexed to the higher level upon completion of required experience and certification as established per the discipline being flexed to. Appointment to the higher class requires that the employee be performing the full range of duties for the class and meet the qualification standards for the class. DISTINGUISHING CHARACTERISTICS The Building Inspector class levels are distinguished by the number of inspection disciplines an inspector is recognized to be qualified in based on certification and demonstrable abilities. Positions in this class are flexibly staffed and are automatically flexed to the higher level upon completion of required experience and certification as established per the discipline being flexed to. Appointment to the higher class requires that the employee be performing the full range of duties for the class and meet the qualification standards for the class. Job Summary Performs the inspection of buildings and other structures; performs a variety of duties in the implementation of the Building and Safety Division plans, programs and services. Works under the technical supervision of the Inspection Supervisor who outlines work assignments, occasionally reviews work in progress, and periodically reviews completed work. Follows established work practices to minimize expiration of permits without final approval. Gathers, interprets, and analyzes data for reports, studies, and recommendations. Investigates, resolves and responds to complaints, as assigned.
