Position Description **This position is open until filled. The Science and Engineering Division is seeking a highly motivated and detail-oriented individual who is interested in working on diverse and challenging programs and projects to join their dynamic award-winning team. Environmental Services Department “We believe everything we do supports healthy neighborhoods and a thriving Puget Sound, leaving a better Tacoma for all.” We provide stormwater, wastewater, and solid waste services to the citizens of Tacoma. We operate and maintain over 700 miles of wastewater pipes and 500 miles of stormwater pipes, along with 50 pump stations, two wastewater treatment plants and several stormwater treatment systems. The wastewater treatment plants clean approximately 25 million gallons of wastewater each day, ensuring that only clean water is released into Commencement Bay. The building of our wastewater collection system began in the 1890s with the largest portion of the system developed based on land use policies of the 1950s and 60s. The City is currently developing land use policies that will result in a significant increase in density for residential development. To ensure our collection system will continue to meet the growing needs of our community, we need you to help us update and expand our capacity management program. Your Responsibilities: Responsibilities include, but are not limited to: Develop a Capacity Management program to identify current and future capacity deficiencies and develop a phased plan to resolve identified issues. Perform hydraulic modeling analysis to identify and develop mitigation strategies to address capacity deficiencies in the wastewater and stormwater collection systems. Some level of modeling may be performed by a consultant. Develop mitigation strategies through a holistic and phased approach into defined capital improvement projects. Define project scope, perform cost estimates and coordinate with other departments to establish project partnership agreements. Coordinate and review the work of the outside consultant. Manage the contract scope and budget to control costs and ensure delivered work is acceptable. Provide technical expertise to maintenance and operations staff. Communicate Environmental Services’ interests with internal and external stakeholders, including on projects led by other municipalities, agencies, or entities. The Department of Public Works is recruiting to fill 3 Senior Construction Inspector positions: two in the Facilities Management Services Division and one in the Engineering Services Division. Engineering Services Division (ES) The Senior Construction Inspector(s) assigned to the Materials Testing Lab (MTL) in the Engineering Services Division is responsible for coordinating, supervising, and performing materials sampling and testing of various construction materials to ensure compliance with City and State Standards and Specifications. Under the supervision of Principal Construction Inspectors, the candidate will perform the key responsibilities listed below. Key responsibilities include, but are not limited to the following: Performs complex materials sampling or testing conforming to stringent test procedures established by ASTM, CALTRANS or AASHTO. Performs field compaction tests on native soil, base rock, treated bases, and asphalt pavements using nuclear gages. Samples Hot Mix Asphalt and the asphalt plant or at the jobsite and transports to lab for testing. Fabricates concrete test cylinders (or beams) at the jobsite and carefully transports to lab for moisture curing. Plants inspections of Reinforced Concrete Pipe. Monitors and tests placement of Lime and Cement Treated bases at the jobsite. Schedules and assigns field testing, sampling and inspection tasks using the City’s Laboratory Management System database. Completes and reviews material test reports for completeness and accuracy prior to review by the Engineer. Participates in AASHTO Materials Reference Laboratory (AMRL) and Concrete Cement Reference Laboratory (CCRL) Proficiency Sample Programs. Performs geotechnical field related services involving log of boring, coring, and pavement deflection testing for pavement design. Operates and maintains CME-55 drill rig as needed. Reviews plans and specifications to determine proper testing requirements and standards. Plans, assigns, and supervises the work performed by Construction Inspectors, Student Interns, and other assigned personnel. Facilities Management Services Division (FAC) The Senior Construction Inspector(s) assigned to the Maintenance Contract Services section in the Facilities Management Services Division is responsible for maintenance and construction project management for Public Works. Under the direction of Principal Construction Inspectors, the candidate will perform the key responsibilities listed below. Key responsibilities include, but are not limited to the following: Reviews plans and specifications and submittals for conformance to established standards for major construction projects. Prepares resource and/or cost estimates. Reviews plans, drawings, and blueprints for completeness and accuracy and assures implementation of plan. Supervises, schedules, assigns, and directs activities for Associate Construction Inspectors, Engineering Technicians, Engineering Trainees, and Student Interns. Reviews and makes recommendations concerning proposed projects. Assists in resolving disputes between contractors, inspectors, developers, utilities, and consultants. Responsible for the tabulation of quantity of work completed per schedule of quantities, including the review of pay letters. Provides daily written reports describing project events. Facilities knowledge: concrete, carpentry, flooring, fencing, doors and windows, some plumbing, etc. Project management: scope development, procurement for resources (services and materials). Manages services programs (preventative maintenance) grease traps, kitchen hoods, roof cleaning, etc. Performs building assessments – assesses and documents the condition of building envelops and hard surfaces, interior coverings to include walls, flooring, ceilings, etc. Available to perform overtime duties on weekends, holidays, midnight or swing shift when requested.
