Position Description The Solid Waste Management Division strives to ensure the preservation of our community's environment, collect and manage Green Waste, Refuse and Recyclables in a professional, safe and efficient manner through teamwork, education and high-quality service. The Solid Waste Safety and Training Specialist position significantly contributes to meeting this mission through encouraging safe operations of and for waste collection drivers. Under general supervision, incumbents assess the safety and training needs of the Solid Waste Management Division; designs and implements training programs to meet identified needs. Solid Waste Safety and Training Specialist is a single position class assigned to the Solid Waste Management Division of the Public Utilities Department. The incumbent is responsible for identifying the training needs of the Division's field personnel, as well as establishing, maintaining and presenting training programs to familiarize new employees with operating procedures and to retrain employees who have experienced safety or work-related accidents or injuries. This class is distinguished from Waste Collector Leadworker in that the latter is the advanced working level class in which incumbents participate in solid waste collection and disposal and may provide lead direction to a small crew. It is distinguished from Solid Waste Management Supervisor I in that the latter is the first line supervisory class. Typical Tasks are as follows: Assesses training needs in the division as determined by reviews of accident/injury reports; develops and implements in-house training programs; designs criteria to measure effectiveness in meeting organization goals; investigates accidents/injuries to determine causes; develops safety measures to correct unsafe work practices as determined by reviews of accidents/injury reports; evaluates employees as they operate equipment and makes corrections and suggestions as necessary; trains new employees in correct operation of all equipment and safety procedures; prepares required records, reports and other correspondence. Performs related duties as required. An incumbent may not be assigned all duties listed, nor do the examples cover all duties which may be assigned. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period for up to a maximum of two (2) years at the City's discretion. Two years of experience in solid waste collection and disposal driving a vehicle requiring a Class B License or above, which includes one year of lead or training experience. Possession of a valid Class B California Driver's License, without airbrake restriction, at time of appointment and maintain a valid Class B California Driver's License for the entire term of employment in this classification. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record. Eligibles certified for consideration for this position will be required to successfully pass a Department interview and a Department of Justice fingerprint process prior to employment with the City of Fresno. Some positions have been designated as being "safety sensitive" and require all eligibles offered employment to successfully pass a drug test prior to Employment. Federal law requires that applicants for positions involving the operation of certain transit vehicles, revenue service vehicles, the transportation of hazardous materials, or heavy equipment over 26,001 pounds requiring a commercial driver's license, must undergo pre-employment drug testing as a condition of employment. ORAL EXAMINATION - 100%: A panel of subject matter experts will conduct a job-related oral examination to evaluate each candidate's knowledge of principles and methods of training, California Department of Motor Vehicle Inspection and Road Testing procedures; ability to design and implement training programs and make recommendations; and establish effective working relationships; or other topics related to a candidate's training, experience and qualifications for the position of Solid Waste Safety & Training Specialist. Candidates must achieve a passing score to qualify for the eligible list. The oral exam date is tentatively scheduled for the week of June 26th, 2023.
