The Environmental Section currently reports to the Assistant Airport Director and oversees Airport environmental affairs. The Airport is both an industrial and municipal facility and as such has many unique and complex regulatory requirements. The Environmental Section is responsible for assuring airport compliance with federal (including Federal Aviation Administration), state, and local environmental regulations and promoting stewardship of County environmental resources through policy development, training, inspection, outreach, communication, and engagement with Airport divisions, tenants and other Orange County departments working at the Airport. The environmental program encompasses emergency spill response, stormwater and groundwater quality management, numerous pollution prevention compliance programs, air quality, environmental health and safety, environmental sustainability and project planning. THE OPPORTUNITY The Sr. Environmental Resources Specialist will support the section in overall environmental compliance, spill response, and promoting environmental stewardship, resiliency, and sustainability. The City of Fresno Airports Department invites interested persons to apply for the position of Airports Safety Management Systems Manager (Airports SMS Manager) to implement and manage the Safety Management Systems program in compliance with Federal rules and regulations for the Fresno Yosemite International Airport (FAT) and the Fresno Chandler Executive Airport (FCH). The Airports SMS Manager is responsible for the overall implementation and management of the Safety Management System in compliance with Federal rules and regulations. Within guidelines set by the Director of Aviation and regulatory authorities/governing bodies, the incumbent plans and coordinates with all Airport divisions and tenants the details of the Airport SMS. In addition, this position is responsible for other aviation safety-related projects or programs as assigned. This is an unclassified position in which the incumbent serves at the will of the Director of Aviation. Other essential duties include: -Managing relationships with representatives from all operational departments, regulatory authorities/governing bodies (FAA, NTSB, ICAO, TSA, CBP, etc.) regarding the development and management of the Fresno Airports SMS. -Develops, implements and manages the Department Safety Management System in compliance with Federal rules and regulations; utilizes risk assessments and data analysis to identify the effectiveness of the program. -Serves as a resource and maintains working relationships with all operational departments, regulatory authorities/governing bodies, regarding the Safety Management System. -Conducts research and performs analysis of hazards; develops policies and procedures in support of the Safety Management System. -Develops recommendations based upon data collected and findings; including experience, trends and statistics of similar facilities; audits the plan to ensure its effectiveness; and reviews and updates the Safety Management System regularly. -Tracks the implementation of safety recommendations following safety inspections, accidents or other means of hazard or risk identification; ensures corrective actions are enacted and deficiencies are minimized and corrected. -Conducts investigations into safety related aspects of department operations to determine contributing factors and root causes as well as implementing measures that would prevent similar events from occurring. -Facilitates and conducts Safety Risk Assessments (SRA) of department construction projects, special events, and operational policy and procedure changes. -Prepares monthly activity reports for the Department Director on the status of the Safety Management System; documents the outcome of accident investigations and safety inspections; recaps the safety training provided; and provides recommendations to improve facility safety. -Develops and provides safety and Safety Management System training to employees and others; and conducts training needs analysis. -Develops, justifies and administers the budget for this program. -Plans, coordinates, supervises, trains, and evaluates the performance of assigned staff. The salary for the Airports SMS Manager is dependent upon qualifications. The current annual salary range is $100,440 up to $122,364. POSITION OVERVIEW PN#30498 ASSISTANT DIRECTOR (EXE LEV) - DESIGN MANAGEMENT PURPOSE OF DIVISION The purpose of the Infrastructure Division is to manage the whole life cycle (planning, design, construction, commissioning, assessment of condition, modifying, replacing and decommissioning/disposal of physical and infrastructure Houston Airport System (HAS) assets consistent with environmental regulations and best management practices. POSITION OVERVIEW PN#30498 ASSISTANT DIRECTOR (EXE LEV) - DESIGN MANAGEMENT PURPOSE OF DIVISION The purpose of the Infrastructure Division is to manage the whole life cycle (planning, design, construction, commissioning, assessment of condition, modifying, replacing and decommissioning/disposal of physical and infrastructure Houston Airport System (HAS) assets consistent with environmental regulations and best management practices. In addition to the responsibilities related to physical assets, the Infrastructure Division manages the HAS portfolio of assets and resources, with a focused goal to improve project delivery to all Stakeholders. Overall, the Infrastructure Division's mission is to maintain and extend the effective life cycle of HAS's physical assets and replace them when it is no longer financially feasible to extend the life of these assets, or they no longer support required Airport mission requirements. PURPOSE OF THE BUSINESS UNIT Program Management and Delivery efficiently and effectively manages all phases of design, project management, construction, and internal infrastructure control (people, systems, and best management practices) to deliver all projects and initiatives on time, on budget, and with the level of quality that meets HAS standards to contribute to the success of the organization. The objective of the project delivery team is to increase productivity, collaboration, communication and reduce conflicts between owners, architects, and contractors during the construction of projects in the capital development program and major initiatives. PURPOSE OF THE POSITION This position will direct and manage design management services associated with design, construction, commissioning, ORAT and closeout phases of complex terminals and other passenger handling facilities at Domestic and International Airports. They will serve as the Principal Point of Contact for design management of all contracts associated with IAH/HOU/EFD Capital Development Projects, Terminal, Airside and Landside as part of the Infrastructure Program Management Delivery Team. The successful candidate will set and continually manage design projects and program expectations while delegating and managing deliverables with team members and stakeholders. The position will be responsible for overseeing the work of no less than six architects and engineers and communicating their progress to senior management at regular intervals. Priority will be developing scopes of work, schedule, and cost estimates for projects; coordinating efforts with project delivery team to prepare the final deliverables in the form or engineer reports and /or constructible plan set; evaluate & perform risk management to achieve project scope, schedule and budge expectations. ESSENTIAL DUTIES: Verify all project level designs are in compliance with codes and standards. Manage design assignments for every design package, whether performed in-house or contracted out, holding to approved scope, budget, schedule and quality. Provide overall management of the INF Design Services Team during design, construction, testing, acceptance and turn-over of the IAH or HOU/EFD Capital Development Initiatives. Provide on-site leadership for Design Management team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones.
