The City Engineer provides high-level oversight of both private and public construction projects to ensure compliance with all applicable Federal, State, County, and City laws, codes, and ordinances. Work is primarily performed in an office setting, but requires frequent visits to construction sites and work zones. Work is performed under the direction of the Deputy Director of Capital Projects. An employee in this job is expected to exercise considerable independent judgment in the performance of duties. TYPICAL JOB DUTIES: Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits. Oversees the investigation of citizen requests/complaints related to public infrastructure (e.g., roadways, traffic systems, storm water drainage systems, etc.) in order to determine if repairs or modifications to the public infrastructure is required, and to respond to after-hours emergencies related to public infrastructure. Monitors construction projects throughout the city to ensure compliance with relevant codes, ordinances, and laws, and takes appropriate actions when a project is found to be in violation of ordinances and permits. Plans, directs, coordinates and oversees all engineering activities by providing technical guidance to engineering staff and contractors and reviewing and analyzing plans and engineering studies related to projects involving in the City's traffic, roadway, and drainage systems. Participates in the process to announce, collect, assess, and accept bids from contractors for public infrastructure projects. Attends variety of community and committee meetings to provide engineering information related to construction and infrastructure projects, and coordinates with other agencies on infrastructure projects. Their work requires familiarity and use of accepted civil engineering practices and must comply with applicable codes, regulations, and standards. Individuals within this job class conduct engineering studies and prepare reports and recommendations based on the study’s results. Senior Civil Engineers work with other engineering professionals as well as sub-professional engineering positions and work under the general supervision of a Chief Civil Engineer.
